Brgy. Bugnay takes back accusation that PNP behind monuments’ desecration in Tinglayan

Tinglayan, Kalinga – Weeks after the issuance of resolution condemning the act of alleged Philippine National Police members desecrating monuments of the Anti-Chico River dam struggle heroes, Bugnay officials issued another resolution partially retracting and or amending the said resolution.


Under Resolution No. 02 Series of 2021 which was unanimously carried by the barangay officials of Bugnay this January 22, they amended the statement on the first resolution which directly points PNP as the direct culprit behind the demolition of Macliing Dulag, Lumbaya Gayudan and Pedro Dungoc’s monuments.


This was after the body conducted an independent investigation and found no sufficient proof of evidence for the accusation.


Meanwhile, the resolution requests concerned DPWH – Upper Kalinga, Sangguniang Panlalawigan, and other signatory parties such as the AFP and PNP to fast-tract the implementation of the agreement and make good their commitment for the relocation or transfer of the monuments.


Meantime, Kalinga Police Provincial Director PCol. Davy Vicente Limmong said that when the first resolution was issued, Resolution No. 01 Series of 2021, he told the officials to file a case against the police officers if they have any evidence that will prove the accusation.


“Haan ko ammu nu apay nga they came up with that first resolution ... kunak imbistigahan yu, if you have evidence then di agfile ka iti kaso, everybody has the right to file a case met ketdi, ngem nu awan met ah ket sikayu iti sumungbat iti kaso nu agifile kami iti kaso,” he said.


“In fact inusar da nga inpropagate iti Bayan Muna [first resolution], inmabot pay ijay region 4 using the same kasla kwaen dakami pay ijay nga irresponsible,” he added.


Limmong said that investigation for the possible identification of the wrongdoers behind the destruction of the monuments is still ongoing. He added that they will be having a meeting with the said barangay officials in Tinglayan, and probably, this issue will be one of the concerns to be discussed.
