Cong. Mangaoang’s bill to convert Balbalan Proper Extension to Eastern Balbalan NHS approved


Balbalan, Kalinga – Balbalan Proper Extension in Balbalan Proper is now an independent national high school after President Rodrigo signed into law on March 11, 2022 the bill for its conversion as proposed by Congressman Allen Jesse Mangaoang.

With its separation from Balbalan Agricultural and Industrial School as its mother school, Balbalan Proper Extension is now known as Eastern Balbalan National High School.


Mangaoang, through his official Facebook page, announced that ‘with the President's approval, the school will now operate independently, thereby paving the way for a staffing pattern that shall entail employment opportunities and a nearer access to education for its feeder barangays.’

The congressman likewise noted that ‘with the conversion of BAIS - Balbalan Proper Extension into an independent national high school, the capability of the school as catalyst of change will be boosted. It will have its own budget and necessary workforce to continue developing and enhancing the knowledge and skills of its growing clientele. It will inspire commitment to work for the promotion of a better life and to achieve a peaceful and progressive community.’

It is expected that the Secretary of Education shall immediately include in the Department's program, the operationalization of the Eastern Balbalan National High School, the initial funding of which shall be charged against the current year's appropriation of the Balbalan Agricultural and Industrial School-Balbalan Proper Extension.


Thereafter, the amount necessary for the continued operation of the school shall be included in the annual General Appropriations Act.

The Department of Education was tasked to formulate the implementing rules and regulations within 60 days from the day the bill was signed into law.


“Let's take good care of our schools because they are the second home of our Children,” reminded Mangaoang to the beneficiaries and stakeholders.
