According to the record of the Department of Social Welfare and Development (DSWD), Lubuagan has a total of sixteen (16) poorest of the poor families that graduated from the Pantawid Pilipino Program (4Ps).

Kalinga Social Welfare and Development (SWAD) Office Head Lorna Lumioan said that the exiting beneficiaries are assessed through the Kilos-Unlad case management strategies and approaches.

Kilos-Unlad, a passage of the Pantawid Pamilyang Pilipino Program (4Ps) Act, is a social case management strategy which aims to guide the households in achieving improved well-being, stepping out of poverty, and employing family cooperation.

“We integrate the case management to ensure that the 4Ps beneficiaries all around the Philippines will reach level 3 or self-sufficiency by the end of the 7th year of this program,” she said.

The 16 household graduates are among the 346 beneficiaries who are expected to be delisted from the 4Ps in the province for the year 2020, but was delayed and given leeway due to the CoViD-19 pandemic.

On 25 March 2021, Pugay Tagumpay was conducted for them to acknowledge their milestone of progress as they used the resources of the government wisely. As of February 28, 2021, there are 586 recorded active beneficiaries of the 4Ps in Lubuagan.
