Kalinga officials enter MOA to improve Agri-Fishery coordination


Tabuk City, Kalinga – The different local chief executives in the province, along with partner stakeholders, signed the Memorandum of Agreement for the establishment of a Province-led Agriculture and Fisheries Extension System or PAFES in Kalinga on March 22, 2022.


The creation of the PAFES intends to strengthen the collaboration of the Department of Agriculture, the local government units, the academe, and the private sectors in bringing extension services to the ground amid devolution challenges.

Part of the process in establishing PAFES is the signing of the MOA, which seeks the commitment of all participants to carry out duties for a more coordinated approach in improving agricultural and fisheries services.


According to Regional Technical Director for operation DA-CAR Danilo Daguio, there is a need for a well-coordinated approach to avoid problems when the Mandanas ruling is in effect. He said that soon the planning of programs and activities will be left to the Department of Agriculture and the implementation shall be done by the local government units and their respective offices.

The agreement was entered into by the Department of Agriculture represented by Dr. William Dar, Kalinga Provincial Local Government Unit represented by Governor Ferdinand Tubban, Kalinga State University represented by President Eduardo Bagtang, and the UCRIS Tabuk and Pinukpuk Federation of Irrigators Association Inc. represented by Engr. Teodoro Kub-ao.


The mayors, on the other hand, together with the provincial agriculturist, provincial veterinarian, provincial planning and development coordinator, LeMMCAP-Kalinga Chapter, BFAR-CAR, ATI-CAR, PAFC, and the DA-CAR affixed their signatures as witnesses.

Further, the MOA shall continue to be enforced for 3 years until renewed and mutually subjected to amendment or unless mutually revoked.


PAFES implementation has four phases, and the signing of the Memorandum of Agreement is categorized under the second phase.
