‘International seaport in Cagayan soon to be constructed; passenger vessels linking Aparri and Calayan Island to be deployed’ – Provincial Government of Cagayan

Tuguegarao City, Cagayan – An international seaport will soon rise in Cagayan, paving the way for the province to become a major trading and investment hub in Northern Luzon, the Provincial Government of Cagayan announced during its regular flag-raising ceremony on October 20, 2025.


Under the Cagayan International Gateway Project, the proposed seaport—covering roughly 1,000 hectares—is envisioned to connect Cagayan to neighboring Asian countries, fostering stronger regional partnerships and broader economic activity.


The port is expected to boost trade, tourism, and transportation, while also generating employment and livelihood opportunities for local communities.


This initiative forms part of the Cagayan Development Agenda (CAGANDA 2025), a long-term roadmap aimed at building a sustainable and inclusive provincial economy through infrastructure, tourism, and maritime development.


The project also includes the deployment of a passenger vessel linking Aparri and Calayan Island, as well as the addition of a maritime training vessel for students of the University of Cagayan Valley, which seeks to strengthen inter-island connectivity and equip young Cagayanos with practical maritime skills for future employment.


Meanwhile, the nearly completed Camalaniugan Bridge is expected to be finished by the end of 2025, connecting the municipalities of Aparri and Camalaniugan, and reducing travel time from one hour to just 20 minutes.


With these projects, the Province of Cagayan is poised to become a growing center of peace, progress, and opportunity in Northern Luzon.
