₱55.6-M YAKAP fund builds up in Kalinga but enrollment lags at 37%

TABUK CITY, Kalinga — More than ₱55.6 million in primary care funds has accumulated in Yaman ng Kalusugan Program (YAKAP) accounts in Kalinga, but only 37 percent of the province’s projected population has so far enrolled in the PhilHealth program.


During the October 5, 2026 Kapehan meeting, Philippine Health Insurance Corporation-Kalinga, represented by PHO I Dr. Marilyn T. Duyan, reported that ₱55,636,505.20 in primary care funds had accumulated in the accounts of accredited YAKAP facilities across the province.


Despite the growing funds, only 90,416 individuals have enrolled in YAKAP out of the province’s projected population of 244,554, or about 37 percent of the target.

Duyan said the province is aiming for 100-percent enrollment, but acknowledged that reaching the target will take time.

The program has so far recorded 58,550 First Patient Encounters (FPEs) among enrolled YAKAP beneficiaries in the province.


Tabuk City Health Center I has accumulated the largest primary care fund among the province’s YAKAP facilities, with ₱13.9 million and 14,440 FPEs recorded.


Kalinga currently has 15 accredited YAKAP facilities, including the newly accredited Kalinga Gabriela Mija Kim Medical Center and Tanudan Birthing Facility.


The planned accreditation of Kalinga Provincial Hospital is also expected to provide another access point for YAKAP services in the province.
