Atty. Comafay gives update on Lucog hanging bridge in Tabuk and ₱2M budget for rehabilitation

TABUK CITY, Kalinga — Sangguniang Panlungsod Member Atty. Errol B. Comafay Jr. said the rehabilitation of the damaged hanging bridge in Barangay Lucog is moving forward, with around ₱2 million allocated for the project.

Comafay gave the update today, September 19, 2026, following a legislative inquiry he initiated to determine whether the repair and rehabilitation of the hanging bridge could be funded through the city's Local Disaster Risk Reduction and Management Fund (LDRRMF).

In a proposed resolution dated August 20, 2026, Comafay requested the legislative inquiry, citing the bridge's importance to residents of Sitio Asin and Sitio Balatoc and the damage it sustained from recent natural calamities.

During the inquiry, Comafay said it was learned that the rehabilitation of the bridge had already been included among projects to be funded through the LDRRMF as early as November 2025, with an allocation of about ₱2 million.

The Office of the City Engineer reportedly explained that the repair had been delayed due to various factors.

The office, however, committed to proceed with the bidding of the project, with the target of completing the rehabilitation within the first quarter of 2027, according to Comafay.

The development comes after months of concerns over the condition of the bridge, which serves residents in the Balatoc and Asin areas of Lucog.

Timeline of the Lucog hanging bridge

March 24, 2021 – City records show that a ₱1.5-million rehabilitation of the hanging bridge along the provincial road in Lucog was bid out, with Landam Construction declared the winning bidder at ₱1,495,613.84.

November 2025 – According to Comafay's legislative inquiry, the damaged bridge was already included among projects proposed for funding under the city's LDRRMF, with about ₱2 million allocated for its rehabilitation.

November 2025 onward – The bridge was identified as among the infrastructure damaged by recent typhoons, according to the proposed resolution. However, I could not find a reliable published media report that independently establishes the exact date or specific typhoon that destroyed the Lucog bridge, so it would be safer not to state that it was definitely destroyed by Typhoon Uwan without additional documentation.

August 20, 2026 – Comafay submitted the proposed resolution calling for a legislative inquiry into whether the LDRRMF could be used for the bridge's repair and rehabilitation.

The resolution specifically asked the City DRRMO, City Engineering Office, City Planning and Development Office, City Treasurer and barangay officials to attend the inquiry.

September 2, 2026 – A public procurement notice was posted for the “Rehabilitation of Hanging Bridge @ Balatoc, Lucog.” The project is identified under ITB No. CW-2026-024-8458. The published procurement information gives a project value of approximately ₱1.996 million, consistent with the roughly ₱2-million allocation cited by Comafay.

September 23, 2026 – The published bidding notice sets this as the deadline for submission of bids.

Comafay said he would continue to provide updates on the project as developments arise.

“Kapag may bagong development sa bagay na ito ay i-update ko kayo,” Comafay said.
