Atty. Comafay seeks legislative inquiry into KAELCO billing complaints in Tabuk City

TABUK CITY, Kalinga — Sangguniang Panlungsod Member Atty. Errol B. Comafay Jr. has filed a proposed resolution seeking a legislative inquiry into complaints involving high electricity bills, alleged overbilling and inaccurate meter readings among consumers of the Kalinga-Apayao Electric Cooperative (KAELCO).


Comafay submitted the proposed resolution on September 25, 2026, calling for an inquiry in aid of legislation to determine the reasons behind the electricity billing concerns raised by consumers.


Among the objectives of the proposed inquiry are to determine why some consumers are receiving high electricity bills and why there are complaints involving alleged overbilling and improper reading of electric meters.


The inquiry also seeks to identify possible legislative measures that the city council could adopt to address the concerns.


Under the proposed resolution, KAELCO management and consumers with related complaints may be invited to attend a future session of the Sangguniang Panlungsod to discuss the issues.


In a post, Comafay said the inquiry is intended to determine why KAELCO electricity charges are high and why some consumers allegedly experience overbilling.


“Ngayong umaga (25 September 2026) ay nagsumite tayo ng Proposed Resolution para magkaroon ng legislative inquiry para alamin kung bakit mahal ang singil sa kuryente ng KAELCO,” Comafay said.


He also said the inquiry would look into reports of alleged incorrect meter readings and determine what measures the Sangguniang Panlungsod could undertake.

Comafay encouraged consumers who have experienced alleged overbilling to share their experiences.


Several netizens responded to his post and shared complaints regarding their electricity bills.

One netizen claimed that the August bill more than doubled from the previous month, increasing from ₱1,600 to ₱3,600.


Another thanked Comafay for taking up the issue and raised concerns about high charges and alleged arrears dating back to 2024.


Another consumer also questioned what they described as high monthly electricity charges and additional fees, including those related to system losses.


The statements posted by the netizens are individual complaints and accounts that have yet to be verified or explained by KAELCO.


The proposed legislative inquiry would provide KAELCO management an opportunity to respond to the complaints and explain the factors affecting consumers' electricity bills.


The Energy Regulatory Commission, meanwhile, has recently adopted a new billing format for distribution utilities intended to clearly reflect government-mandated pass-through charges, including system loss charges.
