Balbalan LGU sends provisions to law enforcers as Butbut-Tulgao boundary dispute is being resolved; Tinglayan Mayor Abay grateful for the help

TINGLAYAN, Kalinga – The Municipal Local Government Unit of Balbalan has extended support to law enforcement personnel securing the disputed boundary area in Tinglayan amid ongoing efforts to resolve the tribal conflict between the Butbut and Tulgao tribes.


Through the initiative of Mayor Almar Malannag, the Balbalan LGU provided food supplies to police and military personnel deployed in the area on October 1, 2026, in support of peacekeeping efforts being led by the Kalinga provincial government and the Tinglayan LGU.


According to the Kalinga Police Provincial Office on September 30, a total of 221 police and military personnel from various units were deployed to the disputed area between the Butbut and Tulgao tribes to prevent further escalation of the conflict.


The Balbalan Municipal Disaster Risk Reduction and Management Office delivered the food supplies to the deployed personnel who continue to maintain peace and security in the area while efforts are underway to restore the peace pact between the two tribes.


In an interview, Mayor Malannag affirmed Balbalan’s support for continuing efforts to settle the dispute between the Tulgao and Butbut tribes.

For his part, Tinglayan Mayor Charles Abay expressed appreciation to the Balbalan LGU for extending assistance to the municipality and the law enforcers deployed in the area.


“Agpasalamat tayo iti LGU Balbalan, nga idadaulwan ni Mayor Almar, iti suporta da iti peace keeping efforts tayo ken iti probinsiya. Dakkel nga tulong daytoy inyumay da nga food supplies para kadagiti tropa tayo nga agbanbantay idiay boundary iti conflicting tribes ditoy ili tayo, isu nga dakkel iti iyaman tayo unay iti LGU Balbalan,” he said.


The assistance comes as government authorities and tribal leaders continue efforts to de-escalate tensions and work toward the peaceful resolution of the boundary dispute.
