Balbalan logs zero crime in 3rd quarter; Mayor Malannag credits community cooperation

BALBALAN, Kalinga — Balbalan recorded zero index and non-index crimes from July to September 2026, maintaining its status as one of the municipalities in Kalinga with no recorded crime during the third quarter.


Data presented by the Kalinga Police Provincial Office (KPPO) during the Provincial Peace and Order Council meeting on September 30 showed that the municipality recorded no index crimes during the period.


This was a decline from the two index crimes recorded in the third quarter of 2025.

Balbalan also recorded zero non-index crimes, including violations of special laws, during the same period.


The latest crime data are consistent with the findings of the 2024 Community-Based Monitoring System in Kalinga, which showed that 99.8 percent of respondents in Balbalan felt safe walking alone at night.


Mayor Almar Malannag attributed the municipality’s peace and order situation to the continued cooperation among the local government unit, Philippine National Police, barangays, government agencies, community members and other stakeholders.


One of the LGU’s main goals, he said, is to keep Balbalan peaceful and safe for its residents.


“Iti maysa nga main goal tayo ket peaceful latta iti ili tayo nga Balbalan. Isu nga agtultuloy iti initiatibo iti LGU ken iti PNP tayo, kadwa dagiti barangay, tapnu awan iti criminal activities nga mapasamak ken agtalinaed nga safe dagiti umili,” Malannag said.


He urged the municipality’s 14 barangays and residents to continue supporting government peace and order initiatives to sustain the gains in public safety.
