Beyond the scorecard: How CVMC rose to the Top 3 DOH hospitals in the Philippines

TUGUEGARAO CITY, Cagayan — Behind every percentage point in a hospital performance scorecard is a story that cannot be captured by numbers alone.


There are patients waiting for treatment, doctors making critical decisions, nurses working through long shifts, laboratory personnel processing tests, technicians keeping equipment running and administrative workers making sure services continue to move.


For the Cagayan Valley Medical Center (CVMC), those efforts have now translated into one of the country’s highest hospital performance rankings.


CVMC placed third among 79 Department of Health hospitals nationwide in the agency’s 2025 Level 2 Hospital Scorecard Performance, earning an overall score of 92 percent, according to results released by the DOH on October 7, 2026.


The ranking puts the government-run tertiary hospital among the top-performing DOH facilities in the country.


But for CVMC, the significance of the recognition goes beyond a number on a national list.

It reflects the hospital’s ability to meet established targets and commitments across key areas of hospital performance while continuing to provide specialized medical services to patients in Cagayan Valley and neighboring regions.


From fifth to third


The latest ranking also represents progress.


CVMC previously placed fifth in the DOH’s 2023 hospital performance report. Its rise to third place in the 2025 assessment means the hospital has moved closer to the top of a national field composed of major government medical facilities.


The DOH Hospital Scorecard serves as an annual performance report card, measuring hospitals against established targets and commitments and providing the agency with a basis for assessing how its facilities are performing.


For CVMC, the 92-percent score is therefore more than an accolade.


It is an indication of how closely the hospital was able to deliver on the standards and targets set for it.


And that achievement comes in a hospital that serves a population much larger than the city where it is located.


A regional hospital with a national footprint


CVMC is one of the major government referral hospitals serving Cagayan Valley and surrounding areas, providing tertiary-level and specialized medical care to patients who require services beyond what many local hospitals can offer.


Its patients come not only from Cagayan but also from other provinces in the region and neighboring areas.


That means its performance has consequences beyond its own walls.


Every improvement in hospital systems, every target met and every service strengthened can potentially affect patients who travel long distances seeking specialized care.


The national ranking also places CVMC alongside other high-performing DOH hospitals across the country.


Cagayan Valley makes its mark


CVMC was not the only hospital from Region 2 to make the national rankings.


The Region 2 Trauma & Medical Center ranked ninth with a score of 87.50 percent.

The Northwestern Cagayan General Hospital followed at 12th with 83.33 percent, while the Batanes General Hospital ranked 13th with 82.61 percent.


The Southern Isabela Medical Center placed 15th with an 80-percent score.

The presence of five Region 2 hospitals among the 15 highest-ranked facilities highlights the strong performance of government hospitals in the region.


For Cagayan Valley, it is also a reminder that quality public health care is not limited to the country’s traditional medical centers in Metro Manila.


The people behind the percentage


A 92-percent score can be written in one line.


But reaching it requires thousands of decisions and countless hours of work.


A hospital scorecard may measure targets, commitments and performance indicators, but it does not show the nurse checking on a patient in the middle of the night, the physician reviewing a difficult case, the laboratory worker processing a critical specimen or the hospital staff ensuring that a patient gets the service needed.


It does not show the families waiting outside treatment rooms.


Nor does it show the workers who continue serving despite the pressures that come with being a major referral hospital.


That is why CVMC’s third-place ranking can be viewed not simply as an institutional award but as a reflection of the collective work of the people who keep the hospital running.

The ranking also raises the bar.

Being third means there are still two places ahead—and a new benchmark to pursue.


For CVMC, the challenge now is not simply to celebrate the 92 percent, but to sustain and improve the systems and services that produced it.


Because ultimately, the most important measure of a hospital is not where it stands on a national list.


It is what that performance means for the patient who walks through its doors looking for care.


And for CVMC, the latest scorecard suggests that a hospital in the heart of Cagayan Valley is proving it can stand among the country's best.
