Cong. Bulut-Begtang recognized under NAPOLCOM National Crime Prevention Excellence Awards for Apayao’s AHON program

LA TRINIDAD, Benguet — Apayao Lone District Representative Eleanor C. Bulut-Begtang called on public servants and community partners to take an active role in protecting women, children and other vulnerable sectors from abuse.

Bulut-Begtang made the call as she served as Guest of Honor and Speaker during the awarding ceremony of the Police Regional Office-Cordillera (PRO-CAR) for the 2026 National Crime Prevention Excellence Award and the Metrobank Foundation, Inc. 2026 Search for Outstanding Filipinos Award for the Junior PNCO Category at Camp Major Bado Dangwa on Sept. 21, 2026.

In her message, Bulut-Begtang urged public servants not to wait until another victim comes forward before taking action against abuse.

“Let us not wait for another child, another woman, or even our own child, our own wife, our own sister, or our own mother to cry for help. This is our duty, our responsibility, and our mandate,” Bulut-Begtang said.

She called for a personal commitment among public servants to help keep communities safe and protect people from abuse.

“Let us make it our personal commitment to keep every child, every woman, and every person safe and protected,” she added.

Bulut-Begtang also emphasized that protecting vulnerable sectors goes beyond official positions and professional responsibilities.

“Beyond all titles, positions and professions, my dear fellow public servants, this is humanity. Let us help them heal, let us help them rise. I-ahon po natin,” she said.

Her advocacy for coordinated action against abuse is also reflected in the Apayao Anti-Abuse Council Converging Towards Humanitarian Action and Oneness (AHON), a province-wide initiative that brings government agencies and partner organizations together to respond to abuse and gender-based violence. The program was launched in July 2026 under the initiative of Bulut-Begtang and the Provincial Government of Apayao.

During the PRO-CAR ceremony, Bulut-Begtang herself received a Plaque of Recognition under the 2026 Gawad Ligtas na Pamayanan: NAPOLCOM National Crime Prevention Excellence Awards for her support in implementing the Apayao Anti-Abuse Council program.

Three other individuals were also recognized for their contributions to crime prevention and community programs.

PMSg Dwight Alexis B. Supsupin of the Regional Mobile Force Battalion 15 received the Medalya ng Katangitanging Gawa (PNP Outstanding Achievement Medal) after being named an individual awardee in the Metrobank Foundation’s 2026 Search for Outstanding Filipinos for Police Officers under the Police Non-Commissioned Officer category.

PCOL Dionisio D. Bonoy, provincial director of the Benguet Police Provincial Office, was recognized for his support to Oplan Ultimate Grass Cutter.

Meanwhile, PCPT Anthony P. Bunoan of the Tinoc Municipal Police Station, Ifugao PPO, was recognized for his support to the Junior Police Program, which placed second nationwide.

PRO-CAR Regional Director PBGEN Noel B. Vallo led the awarding of the medals and plaques during the ceremony.

Bulut-Begtang is the incumbent representative of Apayao’s lone congressional district.

The program concluded with the presentation of a token of appreciation to Bulut-Begtang for serving as guest speaker.
