Councilor Wacnang asks for final copy of contract of lease between Tabuk LGU and XRC Developer


Tabuk City, Kalinga - During the Press Forum of Tabuk City LGU and XRC Developer on October 21, 2021, Councilor Zorayda Wacnang requested a copy of the contract of lease between Tabuk City LGU and XRC Developer, which was apparently not available then.


Wacnang aired concern about the final, signed, and notarized Contract of Lease Agreement between the XRC developers and the Mayor’s Office since she doesn’t have it and many residents and groups have been asking for it.


The contract of lease would show in the details whether the contract is disadvantageous to the City.

“I have questions lang regarding the contract because marami kasing nagtatanong sa amin, asan daw po yung kopya ng Lease Contract,” Wacnang said.


Wacnang related that concerned people have been asking their office for a copy of the Lease Contract, prompting them to request a copy from the concerned offices, but they were not granted one.


“And we’ve been asking the Legal Office, we’ve been asking the other offices kung pwede kaming furnish-an nung copy nung Lease Contract which the people are asking kung nasaan na daw yung copy nung kontrata - the final contract that has been signed. That’s my first question, follow-up ko lang sana kasi yun din yung sinasabi sa’min during our session last time if you could provide us the final copy of the Lease Contract which has been signed by both XRC and Executive Department,” Wacnang continued.

Wacnang says the contract SP discussed was riddled with blanks.


Wacnang likewise explained the Sangguniang Panlungsod’s stand regarding the SP members’ deliberation and approval of the said contract. “So with regard to the approval of the Sangguniang Panlungsod, yes, it has been approved by the Sangguniang Panlungsod with 7 to 3 voting. Yes, we have discussed the contract, but the draft contract that has been provided to us still has blanks,” she said, referring to a draft of the lease contract that has been passed on to the SP.

Mayor Darwin Estranero, at the time of the same press forum, claimed that it was upon the SP’s approval that there is an existing contract in the first place; and has strongly expressed that there are, in fact, five lawyers in the council who reviewed the contract.
