CSC recognizes Kalinga PLGU for support to 126th Civil Service Anniversary

TABUK CITY, Kalinga — The Provincial Government of Kalinga was recognized by the Civil Service Commission (CSC) for its support and contribution to the successful celebration of the 126th Philippine Civil Service Anniversary (PCSA) in the province.


CSC Kalinga Field Office Provincial Director II Ruthgail S. Balagso presented a Certificate of Appreciation to the Provincial Government of Kalinga during its flag-raising ceremony on October 5 at the Kalinga Sports Center in Bulanao, Tabuk City.


The recognition was given under the CSC’s Pasasalamat Partner Recognition Program, which acknowledges organizations and partners that supported the nationwide PCSA celebration held in September.


Governor James S. Edduba received the certificate on behalf of the provincial government.

The 126th PCSA carried the theme “Bawat Kawani, Lingkod Bayani: Puso, Dangal, at Galing Para sa Bayan,” highlighting the role of government employees in delivering ethical, responsive and people-centered public service.


In Kalinga, the provincial government marked the month-long celebration through activities focused on employee wellness, teamwork, sportsmanship, environmental responsibility and public service.


The celebration formally opened on September 3 through GANDAng HR: The Kalinga Public Service Convergence-LUMINAWA Kalinga, which featured the Walk for Health, opening program, Governor’s Cup, Indigenous Games, GANDAng HR Marketplace and Green Bazaar.


The activities gave provincial government employees opportunities to interact and participate in activities outside their regular work assignments while promoting camaraderie, wellness and collaboration among offices.


The GANDAng HR initiative was conceptualized by Provincial Human Resource Management Officer Grace M. Kidang-Flores as an innovation project under the Local Government Executives and Managers Program (LGEMC) Batch 18 or Hirang of the Development Academy of the Philippines.


The initiative was subsequently developed into a province-wide employee program covering areas such as employee growth, wellness, digitalization, teamwork and people-centered public service.


Environmental responsibility was also incorporated into the celebration through the Season of Creation, providing employees with activities promoting environmental awareness and stewardship.


The month-long observance culminated on September 30 at the Kalinga Sports Center, where participating employees and provincial offices gathered for the culminating program and awarding activities.


Winners and participants in the various competitions were recognized during the culmination, which also provided employees from different provincial offices and participating government agencies an opportunity to strengthen their working relationships.


The CSC recognition came following the completion of the province’s activities for the 126th PCSA, acknowledging the PLGU’s support for the commission’s efforts to promote employee welfare, camaraderie and excellence in public service.


The Philippine Civil Service Anniversary is observed every September to commemorate the establishment of the Philippine civil service on September 19, 1900, through Public Law No. 5.


The annual observance was formally established as Civil Service Month through Presidential Proclamation No. 1050, series of 1997, which directs government agencies to participate in activities led by the CSC.
