Kalinga legislators mull over declaring the province under energy emergency

Tabuk City, Kalinga – Kalinga legislator Atty. Christopher Donaal and members of the Committee on Rules and Ethics are set to review the recommendation of the Provincial Disaster Risk Reduction and Management Office (PDRRMO) to adopt the declaration of a national energy emergency at the provincial level.


Earlier, PDRRMO-Kalinga submitted Resolution No. 1, series of 2026, to the Sangguniang Panlalawigan, recommending the province’s adoption of Presidential Executive Order (EO) No. 110.


The EO was signed by President Ferdinand “Bongbong” Marcos Jr. last month amid the ongoing fuel crisis, which has disrupted energy supply in the country.


During the session of the Kalinga Sangguniang Panlalawigan presided over by Vice Governor Dave Odiem on April 14, the matter was unanimously approved for referral to the Committee on Rules and Ethics, chaired by Board Member Donaal, for thorough review and discussion.


The committee is expected to convene in the coming days to examine the legal aspects of the proposed adoption, as well as its potential effects on key sectors in Kalinga.


Moreover, appropriate measures that may be implemented by the provincial government in response to the declared national energy emergency will also be identified.


To aid in the committee’s evaluation, the Provincial Board agreed to invite PDRRMC Head Christian Luyaben to attend the hearing and clarify details of the resolution, including the possible implications of the executive order on the province.


“Ipaayab tayo ni PDRRMC Head Christian Luyaben tapno mas mailawlawag pay ti epekto daytoy executive order ditoy Kalinga once i-adopt tayo daytoy ken dagiti aksyon nga masapol ken mabalin tayo ipatungpal,” Vice Governor Odiem recommended, to which the Board Members agreed.


Following the committee’s deliberation, a recommendation is expected to be included in the agenda of the Provincial Board’s next session for further review and discussion by the full body.
