Kalinga soon to implement P152M improvement of Banneng-Darulog-Bawac

Benguet, Philippines – The improvement of the Banneng-Darulog-Bawac Farm-to-Market Road in Tanudan is now close to being implemented after the Department of Agriculture (DA) handed over the second No Objection Letter (NOL 2) to the Province of Kalinga.


Governor Ferdinand Tubban with the assistance of Provincial Agriculturist Engr. Domingo Bakilan received the letter from DA Secretary William D. Dar and DA - Cordillera Regional Executive Director Cameron P. Odsey during the ceremonial turn over held at the Agricultural Training Institute - Cordillera (ATI-CAR) in La Trinidad, Benguet on April 12, 2022.

The 6.168-kilometer Farm-to-Market Road project with an estimated cost of P152,385,000 is under the DA-Philippine Rural Development Project (PRDP).


According to DA-PRDP, the provincial government can now proceed with the awarding of contract to the winning bidder after the issuance of the NOL2.


A pre-construction conference and a groundbreaking ceremony are scheduled to be conducted in the province from April 21 to 22, 2022.

Once completed, the sub-project is expected to boost the coffee, banana, and rice production in Tanudan and some parts of Tabuk City.


A Glimpse of Banneng-Darulog-Bawac FMR


On November 24, 2020, the improvement of Banneng-Darulog-Bawac was presented to Regional Project Advisory Board (RPAB).


RPAB reviewed the proposal’s Feasibility Study with Safeguards Compliance, Detailed Engineering Design (DED), Program of Works (PrOW), and Bidding Documents.

The sub-project was then scrutinized by the National Project Coordinating Office and Project Support Office. The former office evaluated whether the requirements were complied with, while the latter provided technical evaluation concerning its economic viability, environmental, and social compliance.


Sangguniang Panlalawigan's role in the project

Provincial Governor’s Office - Information Services, earlier disclosed that ‘the Office of the Provincial Vice-Governor Atty. Dave Q. Odiem, and members of the Sangguniang Panlalawigan, provided the documents to facilitate the release of the 10% PLGU counterpart of the project, for the 80% funds from the PRDP, and the 10% counterpart from the Department of Agriculture to be downloaded in the province.’
