Municipal legislators in Tanudan hold public hearing on nine proposed local measures; Anti-kaingin and Community-based watershed reforestation among those discussed

Tabuk City, Kalinga – In a move to strengthen public participation in local governance, the Sangguniang Bayan of Tanudan conducted a public hearing on various proposed municipal ordinances on April 13, 2026, in Tanudan, Kalinga.


The public hearing was attended by Sangguniang Bayan members, LGU officials, barangay representatives, and other stakeholders, and was held to solicit suggestions and comments on nine proposed ordinances in the municipality to further strengthen the proposals and ensure inclusivity.


It was also stressed that through the hearing, various voices are heard and the public are given time to contribute their ideas and share their thoughts.


Among the proposed measures are ordinances on establishing a municipal sustainable energy program, institutionalizing a community-based watershed reforestation program, implementing a municipal social protection and relocation assistance program, setting up an early warning system, and promoting anti-kaingin and sustainable agriculture initiatives, among others.


One of the main discussion points was the proposed anti-kaingin ordinance, which councilors identified as a priority due to its direct impact on deforestation and environmental degradation.


The ordinance seeks to regulate the practice of slash-and-burn farming, which has been identified as a major contributor to deforestation and landslides. It also prohibits the indiscriminate burning of plant life, particularly in protected areas and forest lands.


It further promotes sustainable farming methods such as agroforestry, contour farming, and organic agriculture.


The municipal council is expected to review the comments and suggestions gathered during the hearing before proceeding with further deliberations and the possible enactment of the proposed ordinances.


Meanwhile, after the hearing, LGU officials and barangay representatives proceeded to a “Kapehan,” where they discussed interventions to address the impact of hot weather on local farmers, preparations for Tanudan Day this coming June, and other concerns.
