Registration of agricultural and fisheries machinery in Tabuk City now required

Tabuk City, Kalinga―The institution and implementation of Ordinance on the Registration of Ownership of Agricultural and Fisheries Machinery and Equipment in the City of Tabuk which shall cover benefits for the owners has been adopted in its third reading and final reading this November 9.


Said ordinance shall cover one-time registration of ownership of both new and currently used agricultural and fisheries machinery and equipment by any individual owner, registered farmers-cooperatives, farmer association, and private entities.

In an interview with Councilor Dick Bal-o, he said he is asking for the cooperation of the concerned authorities specifically the barangay officials as they are mandated to bring the constituents for the registration of their machinery and equipment with fee amounting to P100-P300 depending on its size.

“All owners either coming from different barangay, they must visit the office of the city agriculturist for there they will register, their farm and fishery machinery. All the documents, stickers, registration will be prepared by the OCAS with the help of the barangay official. What machinery and equipment shall be registered?

The said agricultural and fisheries machinery and equipment include but not limited to tractors, hand tractor (kuliglig) and their attachments, power tillers, seeders, trans planters, windmills, harvesting machines, crop protection, and maintenance equipment, irrigation equipment and accessories, greenhouses, and other thermal conditioning equipment, livestock equipment, fishery equipment, slaughtering equipment, meat/fishery and crop processing equipment.

Post-harvest machines such as milling machines, dryers, threshers, grain and other strippers, agricultural transport machinery and storage facilities including cold storage, reaper vans, slaughter houses and fishing boats of three (3) gross tons or less. New agricultural ad fishery machinery includes newly imported as well as one that has not been used since its date of manufacture.

Furthermore, agricultural and fisheries machinery and equipment owned and operated by government entities are likewise covered by this registration.

Incentives for the registration of agriculture and fisheries machinery and equipment

Owners or Farmers’ registration may be used to avail any government incentives/subsidies, and/or may be used as loan collateral. The registration will likewise facilitate the location of lost agricultural and fisheries machinery units.

It shall also cover the Common Service Facilities (CSF) services in the city and provision of insurance (e.g. Registry System for Basic Sectors in Agriculture) for registered agricultural and fisheries machinery and equipment.

Said proposed ordinance is in accordance with the Joint Memorandum Circular No. 2018-02 by the Department of Agriculture and the Department of Interior and Local Government Relative to the National Guidelines for the Registration of Ownership of Agricultural and Fisheries Machinery and Equipment within the Territorial Jurisdiction of Tabuk City.
