Tinglayan implements organizational structure and staffing pattern; Mayor Abay underscores framework’s importance on clear roles and accountability

Tinglayan, Kalinga – In its commitment to responsive, efficient, and accountable governance, the Municipal Government of Tinglayan has implemented its Organizational Structure and Staffing Pattern (OSSP), with Mayor Charles Abay assuring that every position is designed to deliver quality services and drive the municipality’s continued progress.


The OSSP is a formal framework that defines an LGU’s functional setup, hierarchical reporting, and authorized personnel positions. It outlines the structure of departments and the allocation of human resources to effectively deliver services to the public.


Under the framework, the local chief executive exercises supervision and control over all programs, projects, services, and activities of the municipal LGU, ensuring that governance remains unified, coordinated, and results-oriented.


Supporting this mandate are specialized units and offices covering administrative, technical support, and frontline service functions.


In a statement, Mayor Abay emphasized that the OSSP is not merely an organizational chart, but a system that defines clear roles, establishes accountability, and ensures the strategic positioning of human resources within the LGU.


“From executive leadership to frontline service delivery, every position is designed to contribute meaningfully to our shared vision of progress,” he said, adding that the organizational structure ensures Tinglayan is future-ready and capable of addressing challenges in governance, disaster response, economic development, and social services.


Believing that good governance begins with good organization, Abay called on LGU employees to be guided by the OSSP and to embody discipline, excellence, and unity in public service.


“Let it remind us that governance is not about positions—but about service to the people of Tinglayan,” Abay concluded.
