Tinglayan LGU crafts plan prior to re-opening tourism activities

Tinglayan, Kalinga—The Local Government Unit of Tinglayan is on the process of preparing for the possible re-opening of their tourism industry, giving priority for the crafting of a plan on how to operate once tourism activities are allowed.


Tinglayan Municipal Administrator Noel Macaiba said that they are considering the circumstances and consequences that the municipality might be facing, thus communities especially those involved in the locality’s tourism industry were told to make thorough preparations.


“Adu pay laeng ti mai-sagana, adu ti na-identify a problema ket amin dagituy, masapul pay a maisimpa pakairamanan daytuy dagiti homestay, waste management, adu a demand ti danum ken food,” Macaiba said in an interview.


The Provincial Tourism Office, in a statement, said that quarantine restrictions may have been eased in the province since it is now under modified general community quarantine, but tourism activities are not yet open, as the city and municipal government units of Kalinga have yet to lift the suspension they issued last year.

Monitoring owners’ compliance to homestay requirements


To solve this problem, one of the actions they are currently undertaking is the monitoring on the compliance with necessary requirements of concerned sectors, prescribed by the LGU which is being done by the Municipal Health Office and the Bureau of Fire Protection Tinglayan.


Those providing homestay, Macaiba mentioned, will be checked based on the existence of comfort rooms with septic tanks for both genders, and with bath and shower.


Rooms to be provided for tourists must also be separated from the owner’s rooms, well-ventilated, with fire prevention system, clean kitchen, continuous water supply, bed, pillow, blanket, towels and other basic amenities.


Requirements for visitors


In addition, the LGU is also crafting guidelines and mechanisms to control the possible flock of tourists that may affect the health security of the community.


Macaiba said that part of the plan is requiring visitors to present a negative RT-PCR test or a vaccination card.


A triage center to be manned by health personnel and barangay officials, he added shall also be established to check if tourists are able to comply with the requirements before they could be allowed to enter the tourist’s site vicinity.

Crafting of policies for tour guides


As for the part of the tour guides, policies will also be made to ensure that everyone will be given the opportunity to gain income as there were issues raised that some individuals in Buscalan are doing a complete tour package for tourists, resulting for other guides not to be able to perform their job thereby losing their chance to earn a living.


“Daytuy ket nu kas-anu ba ti ikasta kadagiti guides tapnu amin kuma ket maikkan da wennu mairotate kuma wennu maiwaras kuma didiay pagbirukan da, haan laeng nga sumagmamano ti ag-gaguide iti agnumar,” he said.


Other projects and programs to improve the tourism industry


Macaiba, during the interview, disclosed that improvement and development of possible tourism activities and sites shall be made possible.


Some of the tourist sites he mentioned are the famous sleeping beauty and Mt. Binulawan which offers mountain trekking activities and serve as camping sites for tourists.


The Chico River, he added, is also a potential site for white water rafting activities which may require the procurement of rafts and trainings for guides.

Meantime, a plan of establishing a three storey building to be utilized as tourist information center, for display of local products and to serve as office for some PNP personnel to take charge of peace and order in the prospect area is also being proposed.


Once the plan will be drafted and reviewed by the Tourism Council, it will be endorsed to the Sangguniang Bayan of Tinglayan for adoption.


“I-endorse da iti Sangguniang Bayan for adoption this month, isu ti target tapnu ma-adopt as municipal plan,” Macaiba said.
