Tuguegarao turns up heat against noisy mufflers, proposes ordinance to tap barangays for crackdown

TUGUEGARAO CITY, Cagayan — The Tuguegarao City Government is seeking stricter enforcement against modified mufflers and exhaust pipes amid complaints over excessive vehicle noise, with barangay officials seeking authority to help apprehend violators and conduct checkpoints within their communities.


A modified muffler refers to any alteration, removal or replacement of a vehicle’s original exhaust system that results in excessive, loud or disturbing noise. This includes open or straight pipes, cut-outs or bypass systems, and aftermarket exhausts that increase noise levels.


Under Land Transportation Office (LTO) regulations, vehicle exhaust noise must not exceed 99 decibels when tested at an engine speed of 2,000 to 2,500 revolutions per minute (rpm). Violators may face a ₱5,000 penalty.


During the October 5, 2026 public hearing of the Committee on Public Safety and Order, officials and stakeholders raised concerns and proposed measures to address the problem.


Among the suggestions was the conduct of checkpoints in interior barangays and near the University of Cagayan Valley (UCV), where motorcycles and excessive noise have reportedly disturbed nearby residential areas.


Barangay officials also called for deputization to assist police personnel in apprehending violators, particularly those using excessively noisy motorcycles at night.


Police authorities meanwhile urged the public to retain the standard mufflers installed on their motorcycles and avoid modifications that produce excessive noise.


The public hearing was attended by representatives of the Philippine National Police (PNP), Land Transportation Office (LTO), motorcycle shop owners and other stakeholders.


Draft ordinance


The proposed measure seeks to regulate the use of modified mufflers and exhaust pipes that produce excessive, loud and unreasonable noise in Tuguegarao City, particularly in residential areas and during nighttime.


It also seeks to harmonize the city’s existing regulations with national standards on vehicle noise emissions.


According to the proposal, aligning the city’s regulations with prevailing national standards would help ensure uniform enforcement, avoid legal inconsistencies and uphold due process in implementing measures against excessive vehicle noise.
