TABUK CITY, Kalinga – Kalinga Board Member Camilo Lammawin Jr. said the "ombak" vehicles worth ₱1.8 million turned over to barangays in Rizal may appear to be a simple form of assistance, but they will make a significant difference by enabling local officials to deliver faster and more efficient public services.
Speaking during the ceremonial turnover of the vehicles on Tuesday, August 4, at the Legislative Building in Bulanao, Tabuk City, Lammawin emphasized that the initiative reflects the collective efforts of the Provincial Government in bringing support closer to barangays.
He explained that while donations are coursed through the Office of Governor James S. Edduba as the province's chief executive, members of the Sangguniang Panlalawigan are given the opportunity to identify programs and beneficiaries that address the needs of their respective districts.

Lammawin noted that the ombak vehicles, donated through the initiative of Second District Board Member Julius Balitnang Amla, will help address the transportation challenges faced by barangay officials in carrying out their duties and delivering services to residents.
He said that while the assistance may seem modest compared with larger government projects, its impact on grassroots governance will be substantial because it will improve the mobility of barangay officials and speed up the delivery of services.
"And of course, we are focused now on the donation ni Apo Honorable Glen Julius Amla para iti Rizal. Ammo tayo met nga, uray man pay bassit, ket adu iti maitulong na, nangnangruna iti nadaras a panakaited ti serbisyo kadagiti barbarangay," Lammawin added.
Lammawin recognizes Amla's commitment to barangays
Lammawin also commended Amla for his dedication to grassroots development, saying the board member has consistently championed programs that directly benefit barangays and their residents.
According to Lammawin, Amla's commitment to public service is reflected in his efforts to address the everyday concerns of communities, particularly by supporting initiatives that strengthen barangay governance.
"Ni Apo Amla, nabayag daytoy nga adda iti public service. Talaga nga diay puso na ket dagiti barangay. He has a heart for the people and the barangays, no kasano nga matulungan tayo nga mapapaspas ti panagserbi kadagiti nadumaduma a barangay tayo. Amla cites reasons behind the initiative
Meanwhile, Amla thanked his fellow members of the Sangguniang Panlalawigan, Vice Governor Dave Odiem, and Governor James S. Edduba for supporting and approving the project.

Amla explained that he proposed the project after barangay officials repeatedly raised concerns about transportation difficulties and peace and order in their communities.
He said the ombak vehicles will help barangay officials and volunteer tanods respond more quickly to incidents, conduct patrols more efficiently, and travel for official government transactions, ultimately bringing government services closer to the people.
