‘Annayu’ of Kalinga: Usec. Cabreros honored, adopted as province’s son

“Annayu” is described as a person who shows courage in times of crisis, strength in leadership, and compassion for communities—much like a protector who remains reliable when help is most needed.

 

 

Tabuk City, Kalinga – The Province of Kalinga has formally adopted Office of the Civil Defense (OCD) Administrator and National Disaster Risk Reduction and Management Council (NDRRMC) Executive Director Usec. Harold N. Cabreros, citing his exemplary service and leadership in disaster risk reduction and nation-building.


The conferment coincided with the Cordillera Resilience Caravan in Kalinga, held on Thursday, April 23, at the Davidson Hotel in Bulanao, Tabuk City.


Through Resolution No. 2026-140 of the Sangguniang Panlalawigan of Kalinga, Cabreros was conferred the honorary name “Annayu,” which refers to a brave and trusted defender.

The resolution was signed by Vice Governor Atty. Dave Odiem, presiding officer of the Sangguniang Panlalawigan, and attested by Secretary to the SP Mathew Matbagan, with Governor James S. Edduba concurring, along with members of the provincial board as co-signatories.


Based on a copy of the document obtained by Guru Press Cordillera, “Annayu” is described as a person who shows courage in times of crisis, strength in leadership, and compassion for communities—much like a protector who remains reliable when help is most needed.


By conferring this title on Cabreros, the provincial government underscored that his leadership reflects these same qualities, particularly in times when communities face disasters.


The resolution further stated that Cabreros has demonstrated dedication, professionalism, and integrity in public service, especially in advancing programs that promote disaster preparedness and resilience.


“...through his leadership, he has contributed to the enhancement of disaster risk reduction frameworks, promoted proactive and community-based approaches to resilience, and ensured timely, coordinated, and effective responses during emergencies and calamities,” part of the resolution reads.


As part of the conferment, the executive director was also granted the privileges of a “son of Kalinga,” including recognition under the province’s Bodong system, which represents unity and peace among communities.


During the ceremony, he donned the traditional ba-ag and held a spear and shield—symbols of Kalinga warriors. He was also adorned with a feathered headpiece, which in Kalinga culture signifies honor, valor, and high regard.


The adoption, as emphasized, serves as both recognition and a symbol of Kalinga’s respect for leaders who stand with its people in times of need.


“...it is fitting and proper that the Province of Kalinga adopt him and confer an honor rooted in its cultural identity, symbolizing kinship, respect, and a lasting bond with the community in gratitude for his noble contributions,” the resolution added.
