Balbalan, Kalinga strengthens effort to sustain peace, development


Balbalan, Kalinga – To strengthen peace and development in the local level, the Provincial Task Force to End Local Communist Armed Conflict (PTF-ELCAC) and the local government of Balbalan headed by Mayor Almar Malannag conducted a community consultation on January 24, 2023.


Said event took place at the Poswoy Elementary School, Barangay Poswoy, Balbalan. The barangay is among the priority for ELCAC Barangay Development Program.


The community consultation aims to inform and increase awareness among the villagers of the value of peace and development in the area. It also identified the issues and concerns of said barangay to be addressed through government interventions.

One of the major concerns in the barangay known is the construction of Supac and Lalladug vehicular bridges.


Mayor Almar Malannag assured them he will seek funding for the construction of said bridges.


On same date, two PAMANA (Payapa at Masaganang Pamayanan) projects funded by the Office of the Presidential Adviser on Peace, Reconciliation and Unity were turned over to the barangay in Balbalan.


These include a P1-million worth water system and P1-million worth Kaagudungan Foot Bridge.

As part of the consultation, Information Education Communication materials containing the government’s campaign against illegal drugs, anti-terrorism, VAWC, information guide on health promotion specifically on hygiene, stress management, and dialogues were distributed to the constituents of Barangay Poswoy.


Further, a medical mission was also carried out providing 312 people with free circumcision, random blood sugar test, haircut, Blood Pressure monitoring, and medical check-up.


Among the agencies that participated in the event were the Medical Reserve Force (MRF); Station Health Unit (SHU); Provincial Community Affairs Development Unit (PCADU); Provincial Medical and Dental Unit (PMDU); and Provincial Operation Management Unit (POMU).


Other government offices include Balbalan Municipal Police Station, Bureau of Fire and Protection-Balbalan, First and Second Kalinga Provincial Mobile Force Company, 1503rd MC, RMFB15, and 50IB PA.
