CAGAYAN, Philippines — All vessels have been barred from sailing in Batanes, Cagayan, Isabela, and Aurora as Super Typhoon Rosal generates rough to very rough seas, with waves reaching up to nine meters, the Philippine Coast Guard said.

The Coast Guard District North Eastern Luzon imposed the no-sail policy on October 20 to protect passengers, crew members, and maritime personnel from dangerous sea conditions.

The prohibition covers all types of vessels, including passenger boats, motor bancas of any type or tonnage, private watercraft, and fishing boats. Operations may resume only when weather and sea conditions are declared safe.

In its 5 p.m. advisory on October 21, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) reported that Rosal’s eye was located 725 kilometers east of Aparri, Cagayan, as of 4 p.m.

The super typhoon had maximum sustained winds of 205 kilometers per hour near its center and gusts reaching 250 kph. Strong to typhoon-force winds extended up to 780 kilometers from the center.

PAGASA hoisted Tropical Cyclone Wind Signal No. 2 over Batanes, indicating gale-force winds, while Signal No. 1 was in effect over Cagayan, including the Babuyan Islands; eastern Isabela; Ilocos Norte; Apayao; and northern Catanduanes.

Rosal was forecast to make its closest approach to Extreme Northern Luzon between Thursday afternoon and Friday morning before gradually weakening into a typhoon by Friday.

The Coast Guard urged the public to follow official weather advisories and directed concerned units to disseminate the warning and enforce the no-sail policy to prevent maritime accidents and protect lives and property.
