Balbalan sets stricter limits on cigarettes and vapes in public areas; ordinance approved by Kalinga SP

Tabuk City, Kalinga - A proposed ordinance of the municipality of Balbalan aimed at implementing stricter rules on cigarettes and other tobacco products in the area has secured the support of the Sangguniang Panlalawigan of Kalinga, allowing the local government unit to promote a healthier environment.

 

During its regular session presided over by Vice Governor Dave Odiem on Tuesday, May 5, the Sangguniang Panlalawigan approved the Municipal Ordinance No. 315 of Balbalan.

 

The ordinance aims to regulate the use, sale, distribution, and advertisement of cigarettes, other tobacco products, and electronic cigarettes (vapes) in designated areas of the municipality. 

 

Additionally, the measure seeks to impose penalties for violations, with the goal of instilling health consciousness among residents and protecting public spaces. 

 

Prior to its approval, the Sangguniang Panlalawigan Committee on Rules and Ethics, chaired by Board Member Christopher Donaal, thoroughly reviewed the ordinance’s provisions  to ensure consistency with existing laws and policies. 

 

In its report obtained by Guru Press Cordillera, the committee noted that the proposed ordinance is aligned with Republic Act No. 9211, otherwise known as the Tobacco Regulation Act of 2003, and the Local Government Code of 1991. 

 

“By regulating the use, sale, and advertisement of tobacco products, the measure promotes a health-conscious environment and ensures that public spaces remain conducive to the well-being of the constituents,” the committee added. 

 

With the provincial board’s approval, the ordinance titled "An ordinance regulating the use, sale, distribution, and advertisement of cigarettes and other tobacco products in certain places, imposing penalties for violations thereof, and providing funds therefor, to instill health consciousness and for other purposes" is expected to be implemented soon in town after further proper procedures.
