Cong. Mangaoang pursues renationalizing and upgrading of KPH to level 3


Tabuk City, Kalinga – In his press statement to the members of the newly organized Kalinga Media (KaMe) on Saturday, March 12, 2022, at Prime Ville Aurora Events Center, Congressman Allen Jesse Mangaoang stated the fundamental reasons why he is pursuing for the approval of his proposed bill, renationalizing and upgrading the Kalinga Provincial Hospital (KPH) to Level III.

Mangaoang underscored that the bill, upon approval, will lift the burden of the Provincial Local Government Unit of Kalinga from having to allocate a significant amount of budget for the hospital’s operation.


Once approved, the national government will take the responsibility of providing a budget for the operationalization of KPH.

The budget to be saved by the PLGU will be channeled to the six district hospitals in the province namely the Pinukpuk District Hospital in Pinukpuk, Western Kalinga in Balbalan, Kalinga District Hospital in Lubuagan, Tanudan District Hospital, Juan M. Duyan in Rizal, and Meja Kim Medical Center in Agbannawag.

“So that idiay district hopitals tayun a ket kaya nan nga ayusen dagiti ay-ayusen dati ti KPH. So those patients a mabalin a maipan ti tertiary hospital, isu ti mai-refer ditoy KPH,” explained the congressman.

Also, the approval of the bill would provide an opportunity for the opening of a medical school at the Kalinga State University, since the existence of tertiary level hospital in the locality is a requirement.


Status of the renationalization and upgrading of KPH

On September 6, 2021, Mangaoang, with the all-out support of the provincial government led by Governor Ferdinand Tubban, defended at the Senate the renationalization and upgrading of KPH into a tertiary hospital.


According to the congressman, the cooperation and support of the PLGU and other LGUs fast tracked the development of the bill from Congress to the first and second reading at the Senate.

Now that the bill is on the Third Reading, Mangaoang remains positive that the bill’s chance of getting approved is high.


“Hopefully, the 18th congress would end 2nd week of June, so we have to go back to Congress on May 23, after the election and wait for another two weeks. Hopefully, for that particular period of time, ipasa kuma ti senate,” added the solon.

The said bill is among the ‘pet bills’ of Mangaoang, along with the approval of the Cordillera Autonomous Region, creation of a CHED Office and the establishment of a Cultural Heritage Center in the province.
