Cordillera is least poor region in Philippines


Baguio City, Philippines – Cordillera was labeled as the least poor region in the Philippines with the lowest number of poor households among other regions, based on the Listahanan 3 or National Household Targeting System for Poverty Reduction (NHTS-PR) of the Department of Social Welfare and Development.


Listahanan is an information management system that establishes a database of poor households that will serve as a basis for identifying potential beneficiaries for different social protection programs and services nationwide. Its main objective is to formulate a unified criterion for the identification of the ‘poor’ households through scientific means.

Out of 268,141 households assessed in Cordillera, only 17 percent, or 46,702 were identified as poor households, reported Regional Director Leo Quintilla of DSWD – CAR earlier this month.


The data, he underscored, signifies improvement from 77,811 poor households identified in the Listahanan 1 and 64,633 in Listahanan 2.


“Ladies and gentlemen, this information also correlates with PSA's Poverty Incidence among Population 2021, which Cordillera registered 9.9%, the lowest rate among regions of the Philippines,” said Quintilla as he congratulated the public servants.


Figures from Listahanan 3 show that 150,681 males in the region are poor. This is a bit higher than the 136,308 females that were identified as poor.

A total of 9,150 poor households have unsanitary toilet facilities, 20,485 have unsafe water sources, and 13, 865 poor households are vulnerable to disasters. In every 5 poor households, one household has no access to electricity.


Statistics, according to Quintilla, are indicators of the need for a study to sustain growth and mitigate events that will have an impact on the sectors being served including the poor, vulnerable, and the disadvantaged.


“Our numbers are decreasing but there are still challenges to sustain our gains through social protection. The DSWD is now opening the window for social protection stakeholders to utilize the results of the Listahanan 3 for more effective planning and implementation of programs and services in order to enhance the quality of life in the Cordilleras,” he added.
