Calaocan, Rizal – Originally intended for spot gravelling, the Farm-to-Market Road (FMR) project in Barangay Calaocan, particularly the Kawi–Buking Road that stretches across Purok 5, 6, and 7, is now set for a full upgrade after Board Member Julius Glen Amla encouraged officials to pursue a more resilient and farmer-oriented improvement plan.


The resolution, titled “A Resolution Respectfully Requesting to Allocate Funds for the Upgrading of Kawi–Buking Farm-to-Market Road in Calaocan, Rizal, Kalinga through the Office of the Provincial Board Member, Hon. Glen Amla,” is currently being revised to include additional projects and funding requests.


Board Member Amla chairs the Committee on Agriculture.


The road spans roughly 1,500 meters, with several portions still unpaved and in need of improvement to ensure farmers can utilize it safely and efficiently in all weather conditions.


Brgy. Captain Harold Banga-an revealed in an interview today, December 8, that their original resolution only sought spot gravelling for the FMR, but BM Amla recommended upgrading the entire stretch instead. This prompted the barangay to pursue a more comprehensive funding request.


“Kanayon kami [Amla] met ketdi nga agtutunggung, ngem dagijay immuna ket diay da pay lang gravelling. Diay resolution spot gravelling lang kuma… ngem kuna ni BM Amla mas mayat nga i-upgrade yo ti FMR to help more farmers. Isuna piman ti nangisuggest, isu nga pipiya kunami,” the barangay captain said.


Banga-an added that the barangay has already submitted multiple resolutions to the Sangguniang Panlalawigan but acknowledged the challenge of securing funds due to limited allocations for priority infrastructure.


“Ado piman ti resolution mi ken Board, actually, ngem siyempre haan lang met nga datayo ditoy Calaocan. Isu nga ti naikasta a funding ket insapasap nan ta adda diay listing iti allotted funding para kadagiti FMR. We are thankful nga adda mangikaskaso kadagitoy nga resolusyon ti farmers ditoy Rizal,” he added.


Despite the challenges, Banga-an remains optimistic that BM Amla’s endorsement will help push the project forward, saying they will continue following up the resolution with concerned agencies.


Meanwhile, the Kawi–Buking FMR serves as a vital link for agricultural transport in Brgy. Calaocan, making its improvement a priority for farmers and residents. With the revised proposal now geared toward a full upgrade, barangay officials and locals anticipate better road conditions and long-term benefits for the community once the project is funded.


Rizal’s main source of livelihood is agriculture, supported by several complementary economic activities. According to the Center for Local and Regional Governance, the municipality has a total land area of approximately 23,011 hectares, of which about 80% or 18,408.80 hectares are considered agricultural land. Rizal contributes significantly to the province’s rice and corn production.
