DOLE, Tinglayan LGU employs 300 TUPAD workers

Tinglayan, Kalinga – Around 300 unemployed and displaced workers from this town were deployed today, May 24, 2021, to start their 15-day work under the Tulong Panghanaphuhay sa Ating Displaced/Disadvantaged or TUPAD.


Tinglayan Mayor Sacrament Gumilab conveyed his appreciation to the Department of Labor and Employment (DOLE) for providing another opportunity for the people of Tinglayan to earn, especially during this health crisis where the people’s economic activities were limited due to imposed quarantine restrictions.

He urged the recipients to use their earnings wisely and reminded them to always observe the health protocols to protect themselves from possible COVID 19 infection while at work.

Tinglayan Municipal Information Officer Larae Lacto disclosed that in consideration of the pandemic, the program required the recipients to work for only four hours in a day.


The workers, she said, were provided with working gears such as face masks, gloves, long sleeve shirt and TUPAD IDs which is valid for three months.

The workers, she said, will be receiving P350.00 as daily compensation. Tasks will be assigned by their respective barangays which may include the cleaning and repair of canals, street cleaning and other community work needed to be done in their locality.


According to Lacto, from the total fund of P1, 575,000, DOLE allocated 80 percent or P1,260,000, while 20 percent or P315,000 was allocated by the municipal LGU.


Prior to the deployment, the TUPAD recipients have also undergone orientation regarding the program, as well as safety and health standard that they need to observe while at work.

TUPAD is a community-based package which seeks to assist displaced workers, underemployed and seasonal workers by provision of emergency employment for a minimum period of 10 days, but not to exceed a maximum of 30 days, depending on the nature of work to be performed.

The program, based on DOLE’s Department Order (DO) No. 219 Series of 2020 shall cover workers in the informal sector, particularly self-employed with elementary occupations and unpaid family members and senior Citizens below 75 years old who are fit to work and are not receiving pensions except for Social Pension for Indigent Filipino Senior Citizen.


Lactao informed that TUPAD recipients chosen by barangay officials are those which were not picked for other government programs such as Social Amelioration Program (SAP), COVID-19 Adjustment Measures Program (CAMP), Abot Kamay Ang Pagtulong ( AKAP) Program and who are not Pantawid Pamilyang Pilipino Program beneficiaries.
