Tabuk City, Kalinga – The Department of Agrarian Reform (DAR) Kalinga is set to facilitate a regionwide turnover of electronic titles (e-titles) and Certificates of Land Ownership Award (CLOAs) to agrarian reform beneficiaries (ARBs), as part of its continuing efforts to strengthen land tenure security and support the agricultural sector in the province.

The regionwide event is scheduled on June 16, 2026 and forms part of DAR’s ongoing land reform program aimed at recognizing and formalizing farmers’ ownership of agricultural lands.

The announcement was made during the Kapehan Meeting on May 4 at the New Conference Hall in Capitol Hill, Bulanao, through DAR representative Michael Gillies, who confirmed that preparations for the distribution activity are underway.

The initiative is expected to enhance agricultural productivity, strengthen farmers’ rights over the land they till, and provide long-term economic stability for farming households in the province. It also underscores DAR’s efforts to accelerate land distribution and support rural development in the Cordillera region through the sustained implementation of agrarian reform programs.

On February 17, 2026, the agency also distributed 390 e-titles to 409 farmers from the municipalities of Tinglayan, Pasil, and Tabuk City, covering a total of 378.72 hectares of land and providing beneficiaries with formal proof of ownership.

Meanwhile, the Provincial Government of Kalinga, led by Governor James S. Edduba, expressed full support for the initiative by providing the venue at the Kalinga Sports Center in Capitol Hill, Bulanao. The governor also expressed his intent to invite Undersecretary Jesry T. Palmares of the Foreign Assisted and Special Projects Office (FASPO).

“Imbetaren tayo man ni USEC Jesry nu mabalin ta kayat na agpasyar ditoy metlang ayan tayo. I just had a meeting with him gamin last week and he said kayat na agpasyar ditoy,” Edduba said.
