Baguio City – The Professional Regulation Commission (PRC)-Baguio Regional Office has drawn criticism online after a newly licensed teacher published an open letter alleging that a PRC employee responded dismissively to concerns over the distribution of guest tickets for the Licensure Examination for Professional Teachers (LPT) oath-taking ceremony scheduled on July 5, 2026.

In the open letter posted on Facebook on June 29, Earl Sarmiento addressed the PRC directly and attached a screenshot of an alleged conversation between an LPT oath-taker and a person identified as a PRC employee.

According to Sarmiento, his sister paid for two guest tickets so that both he and their mother could witness one of the biggest milestones of her life. However, when the tickets were claimed, only one guest ticket was reportedly released, while payment for the second ticket was refunded.

Sarmiento stressed that the main issue was not the reduction in the number of guest tickets but the manner in which concerns were allegedly handled.

"My sister paid for 2 guest tickets for the Baguio LPT oath-taking so she could attend and our mom could witness one of the biggest milestones of her life. However, when it was time to claim the tickets, she was informed that only 1 ticket could be released, and the payment for the other was refunded. While we understand that unforeseen circumstances can happen, what disappointed me, among many, even more was the way concerns were addressed," the letter read.

The attached screenshot from an official Viber group chat showed an exchange in which an oath-taker asked whether another guest ticket could still be accommodated.

In the conversation, the alleged PRC employee reportedly replied that the individual had no right to complain because they registered later than others.

"...June 20 ka lang po kaya wag ka nang dumagdag sa mga nagrereklamo kasi wala kang karapatan, mas may karapatan po nauna sa inyo," the alleged response read.

The post quickly gained traction on social media, with many netizens criticizing the alleged response and calling for better customer service and professionalism from government employees.

One commenter even suggested that the employee undergo professional training, saying:

"...aysus pangaasi yu PRC ta ibaon yu dayta nga employee yu ta mapan agseminar ti professional and communication skills development ay yay! Seminar provider naman kayo kaya sabihin niyo jan sa staff niyo na yan na mag seminar."

Another netizen questioned the alleged behavior of the employee, pointing out that professionalism should be expected from personnel of the Professional Regulation Commission.

"Contradiction kung saan sya nag tra-trabaho..Professional Regulation Commission nag wowork pero walang ka prope-professional mag salita at hindi maayos ang regulasyon..PRC bka nman paki turuan nyo nyo ng mabuting asal at maayos na pakikitungo mga trabahante nyo..Hindi ata naisip na ang mga lisensyadong propesyonal ang nag papasahod sa kanila," the comment read.

In his letter, Sarmiento urged the PRC to review its guest ticket distribution process and ensure that future concerns are handled with greater transparency, courtesy, and professionalism. He emphasized that an oath-taking ceremony is a once-in-a-lifetime milestone not only for newly licensed professionals but also for their families.

As of this writing, the PRC-Baguio Regional Office has yet to issue an official statement regarding the circulating post and the allegations raised in the open letter.
