'If we want change for better tomorrow, let us practice and teach resiliency today' – Gov. Tubban

Tabuk City, Kalinga – Governor Ferdinand Tubban in his speech during the Provincial Risk Reduction Management Council (PDRRMC) Fourth Quarter Full Council Meeting on December held on December 11, 2020 challenged participants on better anticipation of disasters along with better planning to become truly disaster-prepared.


“If we want change for better tomorrow, let us practice and teach resiliency today,” he said.


Governor Tubban reminded the members of the importance of natural disaster risks reduction and management saying that Kalinga cannot be complacent even if the province is fortunate for having a strategic geographical feature, blessed with natural resources which needed to be taken care of.


“Disasters are actually the effects if we abuse our environment. We have the responsibility to protect our homeland through a development adaptable to this climate change,” he said.


The governor likewise mentioned of the value of information dissemination as a tool to assist the community to organize themselves in the hour of emergency.


“We are managing risks, not just disasters. We must also not forget the value of Information dissemination in crisis management. Dagituy ti maysa nga papigsaen tayo. Ta ti information ti dakkel nga tool or key in keeping an area under control, organized and less stressed,” he expressed.

During the aftermath of Typhoon Ulysses that caused massive flooding in Cagayan and Isabela, Kalinga was one of those LGUs who reached out and gave financial assistance to the two provinces worth 200,000 pesos each.


The same amount was extended to each of the provinces of Albay, Catanduanes, Aurora and Marinduque that suffered due to Typhoon Rolly. 225,000 peso worth of financial assistance was given to CoVid-19-affected yKalingas residing in Itogon, Benguet.


In his talk, he acknowledged the roles of different individuals who are part of a council that keeps Kalinga a disaster resilient province. He lauded the implementation of systematic approach in identifying, assessing and reducing disaster losses in their respective Local Government Units (LGUs).


“Palakpakan tayo dagiyay napan timmulong just by trusting their instincts and following their hearts. You carried the name of Kalinga. Truly a brave move. But let us not wait for that to happen in our Province, nga datayo'n tu met ti makaka experience ti kasdiyay nga rigat da. Kasapulan nga nakasagana tayo. Ta iti biyag iti maysa nga kailyan ket importante kanyatayu,” Tubban said lauding their efforts.

“Dakayu, datayu, amin nga adda tuy ti pillars or shield ti Kalinga against any harm that any disaster may inflict to us. Isu nga importante unay ti decisions, plans nga aramiden tayo para ti ili tayo,” he added.


The council meeting spearheaded by the PDRRMO was held to discuss about its accomplishment and cluster reports, and the re-organization of the council.

Recently, the during the Regional Webinar Series on Risk and Crisis Communications by the Office of the Civil Defense Cordillera on December 09, Regional Director Albert Mogul commended the province for being the first to provide assistance to Cagayan.
