Tabuk City, Kalinga – Governor James S. Edduba called for stronger cooperation between the executive and legislative branches during the seminar-workshop held on October 21, 2025, at the Davidson Hotel and Convention Center in Bulanao, Tabuk City, Kalinga, noting that political divisions often hinder the implementation of key programs and services for the people.


The event, spearheaded by the Philippine League of Secretaries to the Sanggunian (PLEASES) Regional Chapter, was designed to provide training, promote collaboration, and strengthen the capacities of Sanggunian Secretaries in fulfilling their legislative functions.


The seminar-workshop also aimed to equip Sanggunian Secretaries with essential skills, affirming that behind every strong governance structure are committed individuals whose silent efforts drive lasting impact.

Speaking to the secretaries from various provinces in the Cordillera, Edduba reminded them that mutual understanding and teamwork are essential to ensure the province’s sustainable growth and progress.

Having served as vice governor, Edduba added that a lack of dedication and proper organization can hinder progress, emphasizing that the efforts being made today are significant for the Cordillera region.


“…ket kanyak, na-experience ko met dayta ta nag-vice governor tayo met. Nu awan ti trabaho yo ken nu awan ti dedication yo iti trabaho yo nga mang-organize ti legislation nga dapat mai-priority, dakkel nga taktak dayta. So ti addaan yo tatta nga aldaw ket dakkel nga banag dayta iti ili tayo nga Cordillera. Ket sapay kuma nga iti panagtitinnulung tayo a kas maysa region ket dakkel pay ti progreso tayo,” he added.


In a push to strengthen the legislative process in the province, Edduba also underscored the vital role of the Secretaries to the Sanggunian in the legislative operations of local governments, saying that they are at the heart of governance.


“You are the unseen hands that organize, structure, and ensure that our local legislative bodies function seamlessly. As secretaries, you are the heart of governance,” he said.
