‘Over 1,100 Kalinga farmers to secure land ownership, debt relief this June 26’ - DAR-Kalinga

Tabuk City, Kalinga – More than 1,100 farmers in Kalinga are set to gain legal ownership of the land they have long cultivated and receive relief from millions of pesos in agrarian debt through a region-wide distribution program of the Department of Agrarian Reform (DAR) on June 26 at the Kalinga Sports Complex.


The distribution was announced by DAR-Kalinga Provincial Agrarian Reform Program Officer II Adela S. Damaso during the Kapehan sa Kapitolyo held on Monday, June 22, at the Provincial Capitol New Conference Hall.


According to Damaso, agrarian reform beneficiaries (ARBs) will receive Certificates of Land Ownership Award (CLOAs) and Certificates of Condonation and Release of Mortgage (COCROM), which grant secure land ownership and condone unpaid land amortizations and related charges.


A CLOA serves as proof of ownership of agricultural land awarded under the agrarian reform program, while a COCROM is an official document that extinguishes a farmer's outstanding land debt and releases the property from mortgage obligations.


Data obtained by Guru Press Cordillera from DAR-Kalinga showed that Kalinga accounts for the largest share of beneficiaries in the Cordillera for both land title distribution and debt condonation.


For the land ownership program, 416 agrarian reform beneficiaries will receive CLOAs covering 400.9496 hectares of agricultural land. This represents the majority of the region's 595 land titles to be awarded to 643 beneficiaries covering 498.1684 hectares.


Meanwhile, 707 Kalinga ARBs will receive condonation certificates covering 400.23 hectares of agricultural land, resulting in the condonation of P8.34 million in unpaid agrarian obligations.


Damaso said the initiative reflects DAR's commitment to empowering farmers through secure land tenure and financial relief, enabling them to improve farm productivity, increase household income, and invest more confidently in their agricultural livelihoods.
