“Prove truth, use time wisely,” Gov. Tubban to graduates of criminal investigation class 819-2021

Tabuk City, Kalinga – Governor Ferdinand B. Tubban emphasized the importance of criminal investigation in the success of cases and putting criminals behind bars, serving justice deserved by the victims.


This, he said, during the graduation ceremony of 29 police and army personnel who recently received merits for finishing the Criminal Investigation Course (CIC) as Class 819-2021 this August 17, 2021, in Tabuk City, Kalinga.


In his message as the Guest Speaker, the governor emphasized two focal points for the graduates of the Criminal Investigation Course to remember the proper handling of truth and avoidance of the misuse of time.


He said these two are key to delivering justice.


Is the truth properly handled?


First, Tubban reminded the graduates of their accountability and challenged them to ensure that the truth is properly handled since the success and failure of a case rests in their hands.


“Your mistakes shall result in the injustice of the victim and the impunity of the criminal,” the governor stressed while talking about possibilities of errors if the investigators take their jobs for granted. Therefore, facts should be handled correctly.

These instances happen because the investigators failed to do their job well, the worst is when the case is dismissed just because of technical errors in the investigation process.


Being a criminal investigator, Tubban reiterated, is crucial in the realization of justice and maintenance of peace and order in the community.


“Justice delayed is justice denied”


Second, the governor highlighted the importance of time in delivering justice to the victims. He said that there are times when trials take so long to be carried out, denying the victim of justice.


The governor hopes that the criminal investigation graduates can help in the speedy resolution of cases in the province as their participation in mitigating a safer, better and more peaceful community is highly valued.

“Kasta kadakkel ti role yu, ket nu madi yu kayat haan yu kuma nga inalala daytuy a trabaho yu. Su kayat na a saowen, pinili yu dayta isu nga I praise you for taking daytuy responsibility yu,” Tubban added.


Tubban congratulated the participants for deciding to level up their knowledge, saying that not all men in uniform could undergo such a learning process.


“Kayat na saowen saan kayo a diay kunkuna da a pasang-awa or diay average. Dakayo ket nginmato ti level yu,” the governor said.


Tubban likewise recognized the effort of the Kalinga Provincial Police Office for facilitating the course.
