Tanudan, Balbalan earn 100% rating in 2026 Local Council for the Protection of Children Assessment

Tabuk City – The municipalities of Balbalan and Tanudan achieved perfect scores in the 2026 Local Council for the Protection of Children (LCPC) Functionality Assessment in the Cordillera Administrative Region, highlighting their strong commitment to child-friendly governance and child welfare programs.


The LCPC is a council established in local government units, including provinces, cities, municipalities, and barangays, tasked with promoting and protecting children’s rights. Its functions include planning, implementing, and monitoring programs aimed at preventing abuse, exploitation, violence, and other threats against children.


On May 19, the Department of the Interior and Local Government – Kalinga announced that Balbalan and Tanudan both earned a perfect 100% numerical rating in the 2026 LCPC Functionality Assessment conducted across the region.


According to DILG-Kalinga, the achievement reflects the two municipalities’ “outstanding commitment to children’s welfare and holistic development.”


Meanwhile, the Kalinga provincial government also recorded the highest rating among all provincial LCPCs in the Cordillera region.


Other municipalities in Kalinga likewise earned high ratings, including Pinukpuk with 98.80%, Tinglayan with 97.60%, Rizal with 96.40%, Tabuk City with 96.51%, Pasil with 94.80%, and Lubuagan with 93.60%.


“This milestone reflects the unwavering dedication of our Local Councils for the Protection of Children in building safe, nurturing, and protective environments for every child in Kalinga,” DILG-Kalinga stated.


The agency added that the achievement should inspire local government units to continue advancing socially inclusive governance and sustaining programs that uphold the rights, welfare, and holistic development of children in their communities.
