“The award of Tinglayan on Children Council ‘Ideal Functionality’ proves our child protection system is working” – Mayor Abay

Tinglayan, Kalinga – Tinglayan’s Municipal Council for the Protection of Children has recently earned an ‘Ideal Functionality’ rating from the Department of Interior and Local Government, and this, according to Mayor Charles Abay, is a manifestation of the efficient child protection system in the municipality.


Tinglayan along with the rest of the towns in Kalinga was awarded the ideal functionality for the calendar year 2024 for their commitment in ensuring that the rights and welfare of children are being upheld and that they are covered into the municipality’s local development and governance.

In a statement, Mayor Abay said they were able to get the said rating in the 2024 assessment through the council’s active programs, community involvement, and effective collaboration among the different sectors, among others.


“The award of Tinglayan on Children Council ‘Ideal Functionality’ proves our child protection system is working… This award affirms that our systems for child protection are not only established but are working well. It also challenges us to sustain our efforts, innovate, and remain responsive to the needs of our children,” he expressed.


The mayor likewise conveyed his appreciation to the members of the Municipal Council for the Protection of Children for their hard work and dedication in ensuring a safe space for children in the municipality and in safeguarding the well-being of the young ones.


“We dedicate this achievement to everyone working for a safer, child-friendly, and inclusive Tinglayan. By investing in our children today, we secure a better future for our municipality,” Abay added.
