Trikes, mopeds, electronic bikes banned in Abra-Kalinga National Road

Dolores, Abra – Motor tricycles, pedicabs, mopeds, and electronic bikes shall no longer be allowed to traverse the national highway or the Abra-Kalinga National Road in Dolores, Abra.


These types of vehicles are also prohibited to cross or make a U-turn on national highways. However, there is an exemption. If there is no alternative route, such kinds of vehicles will be permitted as long as they pass using its shoulders or the outermost lane, according to the ordinance of the Dolores LGU.


In a statement, Doleres LGU said individuals found violating the prohibitions shall be penalized. First time violators shall be fined P 50.00, second time offenders of P100.00 while third and succeeding offenses results to paying of P150.00.

The ordinance of the LGU cited Section 447 (3) (vi) of the Local Government Code of 1991 which states “that subject to the guidelines prescribed by the Department of Transportation and Communications, local government units shall regulate the operation of tricycles and grant franchises for the operation thereof within the territorial jurisdiction of the municipality” as their basis.


Aside from this, they said the move is supported by DILG Memorandum Circular No. 2020-036 arguing that the ordinance helps in ‘strengthening and sustaining efforts on clearing roads, alleys and sidewalks for smooth flow of vehicular traffic, and for the safety and convenience of inhabitants’.

Implementation of the Dolores LGU ordinance is expected to be enforced 10 days after posting on the municipal hall bulletin and at least two conspicuous places in the municipality.

The ordinance stated that the Dolores Municipal Police Station and the Barangay Officials are primarily tasked to implement the rules and regulation. It added that the implementers may request the support or assistance of the Municipal Government for its effective implementation.


Mayor Conde Turqueza approved the Municipal Ordinance No. 1 Series of 2021 also known as, “An ordinance regulating tricycles, pedicabs, and motorized pedicabs on operating on national highways and providing penalties thereof” on Tuesday last week, June 15, 2021.
