Application for accreditation of Civil Society Organizations in Kalinga OPEN UNTIL Aug. 15

Tabuk City, Kalinga - Civil Society Organizations (CSOs) in Kalinga are urged to apply for accreditation, whether previously accredited or applying for the first time, in order to participate in providing voices of their members in local governance.


In a notice issued on August 4, 2025, the Sangguniang Panlalawigan, headed by Vice-Governor Dave Odiem, called on all CSOs operating in the province to submit their applications and be eligible for representation in Local Special Bodies (LSBs).


The LSBs, according to the CSO's Guidebook of the Department of Interior and Local Government (DILG), are participatory mechanisms within local government units (LGUs) in the country that are designed to enhance transparency and accountability.

The move is pursuant to DILG Memorandum No. 2022-083, which allows CSOs participation in policy-making and program implementation.


It is also in line with the Provincial Ordinance No. 2025-009, which mandates all CSOs in Kalinga to include provisions in their by laws the prevention of Violence Against Women and Children (VAWC), provide mechanisms for implementation, and prescribe penalties for non-compliance.


Application requirements


Based on the notice, the application process for the accreditation requires the submission of key documents.


These include a letter of application, a duly accomplished accreditation form, a board resolution of intent, proof of registration or accreditation from relevant agencies, a list of officers and members, minutes of the most recent annual meeting, an accomplishment report, and a financial statement.


The requirements must be submitted to the Office of the Secretary to the Sangguniang Panlalawigan at the Legislative Building, Capitol Hills, Bulanao, Tabuk City.


The application is still ongoing and will end on August 15. For further inquiries, applicants may visit the office of the SP during working hours.


“Anusan tayo kakailyan nga sumurot iti proseso tapno maurnos tayo ti akem dagiti CSOs tayo ditoy probinsiya. Mas nasaysayaat ken mapabileg dagiti organisasyon babaen ti daytoy accreditation. It will also be used as our basis for provision of support,” said Odiem in an interview.
