TABUK CITY, Kalinga – Governor James S. Edduba underscores the ratification of Kalinga’s Provincial Development and Physical Framework Plan (PDPFP) marks another step toward improving the lives of residents and delivering better government services in Kalinga.

Edduba made the statement after leading the provincial delegation in receiving a Plaque of Recognition for Kalinga’s ratified PDPFP during a ceremony at the Department of Human Settlements and Urban Development–Cordillera Administrative Region (DHSUD-CAR) office on October 29, 2026.

“Daytoy ratification ket maysa manen nga addang para ti panaglin-awa ti biag ti kakailyan. Maysa manen nga banag nga pagsayaatan. Babaen daytoy mas maexpectar ti mas nasaysayaat nga serbisyo ti provincial government nga naka-align iti development goals ti nasyon,” Edduba said in an interview.

He said the recognition demonstrates the provincial government’s continuing efforts to improve the lives of Kalinga residents through development planning and better public services.

The PDPFP is the province’s long-term blueprint that guides how land and resources will be used and how development projects will be planned and implemented. It identifies priority areas for infrastructure, housing, transportation, economic growth, social services, and environmental protection.

Having a ratified plan means Kalinga’s development framework has undergone technical evaluation and review to ensure that it meets established planning standards and is aligned with regional and national development goals.

The recognition followed the plan’s review and ratification process, which involved the Regional Land Use Committee (RLUC) and the DHSUD Central Office.

Joining Edduba in receiving the award were Provincial Planning and Development Coordinator EnP. Flordeliza G. Moldero and Assistant Provincial Planning and Development Coordinator EnP. Clodelia T. Dannang, who led the provincial technical team in formulating the plan. Tabuk City Planning and Development Coordinator EnP. Maricel Killey also attended the ceremony.

The provincial government acknowledged the contributions of city and municipal planning teams, sectoral committees, and civil society organizations in updating the PDPFP, as well as the technical assistance provided by DHSUD and the Department of Economy, Planning, and Development–Cordillera Administrative Region (DEPDev-CAR).

The recognition supports the provincial government’s LUMIN-AWA Development Agenda, which aims to advance coordinated, inclusive, and sustainable development in Kalinga.
