Tabuk City, Kalinga – To avoid accidents that may happen due to the use of firecrackers and pyrotechnic devices, Governor Ferdinand Tubban is urging yKalingas to refrain from using them during the celebration of New Year’s Day.
Tubban, in an interview, is hopeful that there shall be no cases of firecrackers-related injuries in the province during the days of New Year celebrations.
Last year, there was an 85% decrease in firecracker-related injuries in the country with the Department of Health reporting a total of 50 injuries from 21 December 2020 to 1 January 2021 with no cases of firework ingestion or death reported.
Based on DOH report, the previous year's "top anatomical sites of injuries were the eye (33%), hand (24%), forearm/arm (16%), head (12%), and neck (10%). Most of the injuries were blast injuries not requiring amputation (67%), while 2% were blast injuries requiring amputation."
Kalinga's Executive Order on use of Firecrakers
The governor reiterated the rules provided under Executive Order No. 28 titled “Providing For The Regulation and Control of the Use of Firecrackers And Other Pyrotechnic Devices” by President Rodrigo Roa Duterte which bans individuals from using firecrackers or setting up their own fireworks displays, a cultural tradition Filipinos are accustomed to during occasions, especially during New Year's Eve.
Under RA 7183 and said EO, firecrackers which are regulated for sale and use include Baby Rocket, Bawang, El Diablo, Judas’ Belt, Paper Caps, Pulling of Strings, Sky Rocket (Kwitis), Small “Triangulo” and other types of firecrackers that are not oversized, not overweight, and not imported.
Meantime, pyrotechnic devices such as Butterfly, Fountain, Jumbo Regular and Special, Luces, Mabuhay, Roman Candle, Sparklers, Trompillo, whistle device, all kinds of pyrotechnic devices (pailaw) and other types equivalent to the foregoing pyrotechnic devices are allowed to be sold and used.
For the prohibited firecrackers, these include Watusi, Piccolo, Poppop, Five Star, Pla-pla, Lolo Thunder, Giant Bawang, Giant Whistle Bomb, Atomic Bomb, Super Lolo, Atomic Triangle, Goodbye Bading, Large-size Judas Belt, Goodbye Philippines, Goodbye Delima, Bin Laden, Hello Columbia, Mother Rockets, Goodbye Napoles, Coke-in-Can, Super Yolanda, Pillbox, Mother Rockets, Boga, Kwiton, Kabasi and all overweight and oversized firecrackers and pyrotechnic devices (FCPD).
Included in the list are “all imported finished products, other unlabelled locally made FCPD products; and other types of firecrackers with other brands/names equivalent to those that are prohibited."
Moreover, Tubban reminded that the sale of allowed firecrackers outside designated firecracker zones is strictly prohibited and punishable under the law.
Violators will face appropriate penalties while these items will be captured by personnel of the Philippine National Police.
As an alternative, Governor Tubban said that the public may use whistle devices that can also produce loud sounds and sparklers or ‘pailaw’ for a safer celebration of this holiday season.
