DON’T DRINK AND SWIM: Drunk construction worker drowns in Echague river

Isabela, Philippines - Authorities did not fall short in reminding the public in hopes of preventing untoward incidents during the observance of this year’s Holy Week. This is what the deputy chief of police in Echague, Isabela, has to say following the drowning of a 40-year-old construction worker on Wednesday, April 16, 2025.

 

The incident occurred around 4:30 p.m. in a section of the river along Barangay Busilelao, Echague.

 

The victim’s relatives told the police that they were having a drinking spree by the riverside when they decided to go for a swim.

 

The victim, identified as Nomer Uminga and a resident of Rizal village in Santiago City, Isabela, ventured toward the deeper part of the river. No one stopped him as the others were confident in his swimming skills.

 

Moments later, they realized that Uminga was already out of sight and was missing.

 

The group sought help from the village officials stationed nearby. A Police Assistance Desk was also set up in the area, but was approximately 700 meters away from the scene.

 

Uminga was found by rescuers in the middle of the river and was rushed to the hospital, but was declared dead on arrival by the attending physician.

 

Echague’s Deputy Chief of Police, PLt. Marciano M. Ilustre noted that this is not the first case of drowning in the area, as there was another incident recorded last year. He reiterated their stern reminder for the public to prioritize safety at all times and avoid swimming while under the influence of alcohol.
