Atty. Comafay updates on rehabilitation of Tabuk Water following legislative inquiry; ₱62M project seen to improve Bulanao supply

TABUK CITY, Kalinga — Sangguniang Panlungsod Member Atty. Errol B. Comafay Jr. updated consumers on the status of the city’s water service, highlighting a ₱62-million pipeline project expected to improve water supply in Bulanao and Bulanao Norte.


Comafay gave the update on September 21, 2026, following a legislative inquiry conducted on September 15 into complaints regarding the service of Tabuk Water.


Comafay said he filed a resolution seeking the legislative inquiry on August 28. The inquiry was attended by the management of Tabuk Water and representatives of the City Engineering Office.


Among the matters discussed was the capacity of the two existing pumping stations in Bulanao, which, according to Comafay, is not enough to meet the water requirements of Bulanao and Bulanao Norte.


A ₱62-million pipeline project included in the city’s 2026 budget is planned to transport water from the pumping station in Appas to Bulanao.


Comafay said the project had been funded for some time, but its design was only recently completed. Construction could take around six months, with the project expected to improve water service in the Bulanao area once completed.


A proposal to construct a new pumping station in San Juan to replace the existing facility at Bulanao Market was also discussed. However, Comafay said there is still no certainty that funding for the project will be included in the 2027 budget.


Mayor also cites Tabuk Water plans


The water service issue was also mentioned by Mayor Darwin C. Estrañero during his State of the City Address (SOCA) delivered on the morning of September 21 through a livestream of the Tabuk City Information Office.


During the address, Estrañero discussed the city government’s plans and funding for the rehabilitation and improvement of Tabuk Water, underscoring ongoing efforts to address water supply concerns in the city.


The mayor’s SOCA and Comafay’s legislative inquiry update both came on the same day, providing information on the city government’s plans and the issues raised by consumers regarding Tabuk Water.


Meanwhile, the Tabuk Water manager told the legislative inquiry that the hotline number printed on consumers’ water bills is operational.


Consumers experiencing problems such as murky water or low water pressure were advised to call or text the hotline to report their concerns.


Comafay said he would continue raising the concerns of consumers in his capacity as city councilor.


“My commitment is to do what I can as a councilor to ensure that the concerned authorities pay attention to this issue,” Comafay said.


Several consumers also commented on Comafay’s Facebook post, sharing their experiences and suggestions regarding the water service.


One consumer said they had their Tabuk Water connection shut off months ago because of allegedly dirty and irregular water supply, while another called for a monitoring task force to oversee the service.
