Establishment of Lubuagan jail facility seen to ease PDLs movement during court hearing

Lubuagan, Kalinga - The establishment of a detention facility in Lubuagan will soon ease the movement of persons deprived of liberty (PDLs) from Tabuk City to this town for their court appearances.


Lubuagan Mayor Charisma Anne Dickpus asserted this since under her administration, the local government unit awarded the deed of 5,000 sq. meters lot donation to the Bureau of Jail Management and Penology (BJMP)- CAR through Tabuk District Jail for the setting up of detention facility in the locality.


Dickpus said that the detention facility will also cater to the upper municipalities in the province covered under Regional Trial Court (RTC) Branch 39. The branch will be responsible for its operation.

“In-assure mi nga ikkan mi isuda tapno addan tu ti facility ditoy Lubuagan that will cater to the upper municipalities ta adda metten naaramid nga RTC branch ti Lubuagan. Haan dan tun nga i-transport dagita nga PDLs a magapo Tabuk,” Dickpus stated.


Tabuk District Jail JO2 Alma Bangibang said that the grant of a lot donation will be the basis for the request of fund to establish the building. This will then help reduce by 30-40% their jail population which is the rate of those having trial hearings in Lubuagan weekly.

“Before naghi-hearing na sa Lubuagan, almost weekly adda ti hearing tayo ti inmates idiay. Lubuagan to Tabuk District Jail napakalayo aabot ng more than 1 hour, yung risk ng travel is mataas,” she said.


“It’s to foresee the future kasi nu man biglang mag jump up yung jail population natin at least meron tayong masasabi na lot donation na maging basis natin na mag request ng funding from the national headquarters,” Bangibang added.


Meantime, with the restrictions and risks of face-to-face interactions due to the ongoing pandemic, trial hearings under the RTC Branch 39 presided by Judge Randy Bulwayan are held virtually.
