Gov. Tubban urged PLGU departments to elevate performance standards, output

Tabuk City, Kalinga – Governor Ferdinand B. Tubban directed various departments of the provincial government to do their best to achieve the Seal of Good Local Governance (SGLG), which measures integrity and good performance of local governments.


Tubban then called on the department heads to inspire their team members to work harder and strive to raise the performance standards and output level of their respective offices beyond the indicators prescribed by the SGLG.


The governor made this appeal during the Orientation on Republic Act No. 11292, an act institutionalizing the SGLG held on August 6, 2021 at Davidson Hotel and Restaurant, Bulanao, Tabuk City.


The orientation, Tubban explained, is in preparation for the upcoming assessment and evaluation on the performance dimension, which is now expanded or upgraded to align with the thrust of the national government.


“This orientation should provide us more insights to perform better as actors or key players of the performance areas, hope it would afford us the information needed in carrying our duties and responsibilities efficiently and effectively,” the governor said.

Stakeholders should perform their roles and responsibilities diligently


Tubban stressed that the outstanding assessment results are dependent on the quality of data inputs and observance of prescribed operational pre-requisites. In addition, data completeness and reliability are essential in bringing out more comprehensive outputs.


“Thus, it is imperative that roles and responsibilities are understood and performed diligently by all concerned stakeholders,” the governor said, reminding that SGLG is not only a recognition-based program but also an award incentive-based program which will be the basis of granting incentives to LGUs through the performance challenge fund and special programs.

Tubban underscored that qualifying for the SGLG is not only about awards, but more importantly, a recognition of the hard work of the men and women in the LGUs who had been tirelessly working and serving the province despite the difficulties of their job coupled with the challenges and limited resources.


The governor emphasized that change for the better or sustainability of the government standards could not be possible through a simple effort, but it has to be from undertaking with the collective mindset of progress.

With this, Tubban extended his “hands in unity and friendship to each of the departments and offices to take part with extra efforts to sustain the performance standards their respective performance areas so that altogether, we succeed and again put our dear province of Kalinga on the spotlight on Good Local Governance.”


“May we all continue to provide the best services to yKalingas and work hard to build a better government for a brighter tomorrow for our dear province and the future generation,” the governor concluded.
