“I stand before you, truly proud of what we have achieved together”-Gov. Tubban on his exit

Tabuk City, Kalinga – “As I conclude my term as Governor of the Province of Kalinga, I stand before you, truly proud of what we have achieved together. We did what we came here to do and truthfully fulfilled our mandate,” affirmed outgoing Governor Ferdinand B. Tubban during the ceremonial turn over held at Kalinga Astrodome this June 30, 2022.

Talking to the public, Tubban first expressed gratitude to the department heads, partner-agencies, local chief executives, and the rest of the members of his administration for their support to local government programs and initiatives.

He also conveyed his facilitations to Congressman Allen Jesse Mangaoang who, he said, is a great support for the province.

“Alaek daytoy nga gundaway tapnu dumawat ti dispensa kadagiti anya man nga nagkurungak ket saan ko nga inaramid kabayatan ti panagtugaw tayo. Uray nu kasanu ti ayat tayo nga mangaramid amin ket adda ladta dagiay limitasyon tayo. Inaramid ko met ti kabaelak tapnu maipaay ti mismo nga addang mainaig kadagitoy nga banbanag,” he continued.

Here’s the rest of the message of outgoing Governor Tubban:

“To serve as a governor has been a challenging yet interesting and fulfilling tenure because I know, I have done my best. We have reasserted the sacred idea that public office is a public trust and public officials are unanswerable to the people. Our allegiance is not to personal interest or faction, but it’s to our province, our citizens, and to the next generations. Our guiding light and unwavering conviction have been that we are here to serve the people.

We promised a culture where our laws would be upheld, our history and culture are honored and our core values are preserved. Above all, we dispensed our duties not to exalt ourselves but for the glory of God.

Laying of Executive-Legislative Agenda

At the start of our administration, noon of June 30, 2019, we laid down our Executive-Legislative Agenda guided by our province vision and anchored on our advocacy of SHARED governance, a movement that promoted the culture of the participatory, consultative and responsive process of governance.

Our ELA constituted our properties with flexibility on the emerging concerns and other challenges that may arise but before the ink was even dry, our province was hit with the terrible COVID-19 pandemic.

COVID-19 response

Together, we remained focused amidst this unprecedented predicament, we provided adequate measures responsive to the emerging needs during those trying times and at the same time, we formulated our COVID-19 response contingency plan that served our roadmap in addressing this concern.

We allocated funds for the procurement of the needed logistic supports and supplies and empowered our government hospitals to the provision of financial support and others to cope with those needs.

My top priority and constant concern have always been in the best interest of our province and the people. Your needs were my administration’s unyielding focus.

During the COVID-19 pandemic, we applied mitigating measures to each of its financial effects by distributing relief assistance to those affected with lockdowns due to an upsurge of COVID cases and cash assistance to the families of COVID-related deaths.


We intensified our efforts in fighting against the dreaded disease. We supported the national government programs and initiatives to conquer the unseen enemy, particularly in the COVID-19 vaccination program.


I take this opportunity to congratulate and commend all our frontliners and implementers for a job well done!


As a result of our cooperation, we are one of the recipients of the regional award for this endeavor. Our province and the three top-performing municipalities: Balbalan, Pinukpuk, and Rizal, receive a plaque of recognition and P50, 000 each as cash incentives. Again, congratulations to all.

Development projects


Even with the persisting challenges of the pandemic, we pursued our plans and platforms and implemented various programs and projects to connect the gaps that led closer to the development goals of improving the socio-economic conditions of our people.

We completed multiple projects funded by the provincial economic funds like roads, footbridges, post-harvest facilities, health facilities, and other public buildings and several infrastructure developments funded from the special project like CMGP. Dagitoy ket dagiay Pinagan-Magnao Road and Dalnacan-mangali via Taloctoc road ken adda ti maimplement nga PRDP tayo within this month. I hope, dakkel metten kuman ti narugyan dan.


The road was not the easiest course

Being in the position, I know from the start that my journey would never be smooth and easy. The road was not the easiest course and the path would not lead to the least criticisms. As a leader, I must take on the most difficult decisions and actions for as long as it is good for the people.

I must be willing to take the risk because that’s what we are here for.

As I conclude my term as Governor of the Province of Kalinga, I stand before you, truly proud of what we have achieved together. We did what we came here to do and truthfully fulfilled our mandate.

Pray for the success of new administration

Today, we will inaugurate our new administration and we fervently pray for its success in keeping our province safe and prosperously advancing.

To the new set of provincial leaders headed by my successor, Hon. James Edduba congratulations and best wishes.

Work together for the common good

Great victories are gained not as a result of ample facilities, wide influence or abundance of means but are gained through solidarity and collective effort in conquering obstacles.

We have disagreements and misunderstandings; however, we are one province and one people. We are a tribe of faithful, law abiding, and peace-loving citizens who all want our beloved province to thrive and flourish.

More than ever, we must unify our shared values, ideals, and aspirations and rise above the partisan rancor to forge a common goal and destiny.

To you all, my beloved constituents, despite the heartbreaking and tragic divisions brought about by our differences in political views and affiliations, let healing time now take its due course. The division is painful and may often have catastrophic consequences.

Therefore, let us not dwell on those things any longer instead let us join hands and work together for the common good. God’s word also teaches us that unity is good, unity is pleasing in his sight and something we should pursue as Christians and followers of God.

To end, let me quote from the Holy Scripture in Philippians 2:1-3. It says, therefore if you have any encouragement from being united in Christ, if any common from his love, if any common sharing from the spirit, if any tenderness and compassion, then make my joy complete by being like-minded, having the same love, being one in spirit and of one mind.

Do nothing out of selfish ambition or vain conceit. Rather, in humility, value others above yourselves.
