LGU Lubuagan addresses rampant littering; waste reduction urged

Lubuagan, Kalinga―Establishment of Material Recovery Facilities (MRFs), deployment of street sweepers, issuance of citation ticket, and consistent Information Education Communication (IEC) dissemination have greatly contributed to the implementation of No Littering Ordinance, according to Lubuagan Municipal Environment and Natural Resources-Designate Ailleen Melody Alya-on.


Alya-on said previously there was rampant littering, dumping, and throwing of garbage, rubbish, or any kind of waste in public places and public utility vehicle within the municipality, and thus the creation of Ordinance No. 02 Series of 2020.

Alya-on added that their continuous IEC campaign has been helpful to officials in informing their constituents about the significance of segregation and waste reduction.


“Talagang ang move namin is educate yung people na yung waste reduction, as much as possible minimize nila yung kanilang basura. Regular IEC naman yung ordinance every assembly tapos every gatherings naman is communicated naman pati sa mga barangays,” she said.

Collection and management of garbage


A regular collection of recyclable materials to be forwarded to the designated MRFs has been established in 9 barangays of the municipality, another 10 facilities in schools, and the main facility in Awichon, Upper Uma. The collected materials will then be hauled to Tabuk City for selling.


In addition, she said ‘Wow Kesa Project’ was launched employing street sweepers to clean, monitor, and at the same time educate the residents who are caught dumping illegally. There are 6 employed who are in a rotation every 3 months and with a maximum of 2 renewals.

“Ino orient muna namin sila on proper waste segregation, saan nila gagawin, saan nila ilalagay, paano hahakutin, ano yung mga gagawin nila tapos may mga PPEs din sila provided by LGU at sila yung parang tumitingin sa kalsada kung merong mga illegal dumping tapos nirereport sa akin,” she said.


“Kung merong nakita ang ‘Wow Kesa’ sa kalsada na mga basura chine-check nila kung segregated para i-collect pero pag mixed nirereport namin sa mga kapitan so yun yung parang practice namin na medyo naturuan yung mga household na magsegregate ng basura,” she added.


Citation tickets have also been provided for those violators of littering, spitting momma and illegal obstruction.

The No Littering Ordinance was sponsored by Committee Chairperson on Environment Councilor Jan Jericho Odiem and was ratified by the Sangguniang Bayan (SB) of Lubuagan last year. It was signed and approved by Mayor Charisma Anne Dickpus on February 17, 2020.


Odiem said it seeks to pursue cleanliness in the community as one advocacy of the committee. He added that the iLubuagens have been cooperative of the endeavor.
