Macliing, Gayudan and Dungoc monuments in Tinglayan desecrated; Culprits unknown

Tinglayan, Kalinga – Monuments of three heroes of the Anti-Chico River dam struggle located in Barangay Bugnay along the Bontoc-Kalinga road were reported to have been damaged at night time this second week of January.


These monuments featured the faces of Macliing Dulag, Lumbaya Gayudan and Pedro Dungoc. They were known among the leaders in the fight against the Chico river dam project back in the 70s and 80s.

In an interview with Tinglayan Mayor Sacrament Gumilab, he narrated that after series of meetings and approval of resolutions, these monuments were agreed to be relocated since they were within the road right of way.


It was also agreed that the monuments be modified.


“Naga-agree met iti barangay Bugnay, amin nga elders nga itransfer tayo diyay nga monument iti sabali nga lugar ta diyay gamin ket matamaan na iti right of way,” he said.


Gumilab added that the monuments are very symbolic since they recognize the heroism of the three. However, there is a marker on the monument that the government is questioning as it appears to be connected to the communist rebels. Said marker was to be modified.


Gumilab said he was displeased with the incident, “iti madi tayo lang, haan kuma met ah nga basta madadael diyay nga awan iti consent iti umili. Anyway, si-coconsent da met nga mangrelocate ijay ken mangsukat ngem diyay in a proper way met ah nga haan nga diyay nga awan am ammu iti umili ket nadadael.”

Who destroyed the monuments?


Meanwhile, Kalinga Police Provincial Director PCol. Davy Vicente Limmong said that the incident is under investigation.


“Dayta iti maysa nga imimbistigahan tayo, impaimbestigak iti Tinglayan [Municipal Police Station]. Allegedly ket rabii kunana met ijay nga naikkat,” he said.


According to Limmong, there is allegedly a resolution crafted stating that members of the Philippine National Police are the ones behind the destruction of the monuments.


“Adda resolution kanu iti barangay nga ibagbagada nga pulis. So kunak kanyada, i-verify yu nu sino iti nakita da nga pulis to determine nu anya iti basis na. Then alaen mi iti statement da nu na identify da di file an tayo iti kaso,” he said.

Preparation of the monuments’ relocation site


Meantime, DPWH Upper Kalinga District Engineering Office Assistant Engineer Teodoro Owek said that on their part, they had issued three notices to the Cordillera Peoples Alliance that the monuments violated the road right of way.


According to Owek, preparation of the site development plan is ongoing and that the planned relocation site will be at the hill on the other side of the original location of the monuments.
