Maintenance, Improvement of Kalinga “Pappayao” approved on 3rd reading

Tabuk City, Kalinga - To preserve and enhance the cultural and historical value of “pappayao” or rice terraces in Kalinga, the Sangguniang Panlalawigan under the leadership of Vice Governor Dave Odiem, approved on Tuesday, June 15, the final reading of Ordinance No. 2021-005 series of 2021.


The ordinance, authored by Board Member Michael Karel Sugguiyao, seeks for the “restoration, maintenance, and development” of the identified “pappayao” in the province despite the increasing threat by natural and man-made disaster and the changing social and economic condition.


The identified “pappayao” in Kalinga as heritage sites embodied in the Provincial Ordinance No. 2020-013 are found in Salegseg, Balbalan; Bulo, Nawoy, Balbalan; Dangoy, Lubuagan; Bummag, Pasil; Domang, Balatoc, Pasil; Kherwitan, Colayo, Pasil; Maluksad, Pasil; Guina-ang, Pasil; Lubo, Tanudan; Mangali, Tanudan; Gaang, Tanudan; and Bangad, Danannao, Sumadel, Tulgao, and Bugnay Tinglayan.


The ordinance states “it is imperative that a special organization be created to undertake the vital role and responsibility of restoring, maintaining and developing the Kalinga rice terraces.”

The organization will likewise provide livelihood opportunities as an alternative employment for the constituents of these municipalities.


The implementation of the ordinance shall include the supervision and development of the rice terraces walls, irrigations, dikes, watershed, access roads and view decks, and tourism roads.


A process of maximum consultation with the local government units concerned and all interest groups in the localities shall be observed in the formulation and implementation of plans, development guidelines, and municipal ordinances. This is to ensure that the residents’ needs, concerns and ideas are considered.
